China is the world's largest producer and consumer of non-ferrous metal.Non-ferrous metals industry is an industry of high energy consumption and high emission.Energy consumption of non-ferrous metals industry accounted for 4.41%of the China's total energy consumption in 2014,accounting for about 6.27%of the industrial sector.Carbon dioxide emissions increased nearly four times from 2000 to 2014,reached 310 million tons in 2014.In order to cope with the serious situation of carbon dioxide emission and other environmental problems,it is necessary to analyze the carbon emission efficiency and carbon emission performance of China's non-ferrous metals industry.In this paper,we will measure the carbon emission efficiency of China's non-ferrous metals industry during the period of 2006-2014 by data envelopment analysis(DEA)based on the meta-frontier and group frontier.On this basis,the carbon emission inefficiency is estimated,and the inefficiency term is divided into managerial inefficiency and technology gap inefficiency.Then,we could calculate the potential of carbon emission reduction in different provinces.In addition,this paper uses the Shephard distance function and non-parametric meta-frontier method to construct the meta-frontier Malmquist carbon emission performance index(MMCPI),and the index is decomposed into three part:technical efficiency change,technological progress change and technological catch-up effectThe results show that:(1)The eastern region has the highest efficiency of carbon emission during 2006-2014.In addition,the central region has the most significant increase in carbon emission efficiency,which changes from 0.096 to 0.24.The western region has the lowest carbon emission efficiency.(2)Through the decomposition of MMCPI,managerial inefficiency is the main reason for the carbon emission inefficient.(3)In the eastern region,Shandong has the highest potential of carbon emission reduction,followed by Liaoning province;Tianjin,Hebei,Shanghai and Jiangsu have the lowest carbon reduction potential.In the central region,Henan province has the highest potential of carbon emission reduction,followed by Shanxi province.In the western region,Inner Mongolia has the highest potential of carbon emission reduction;Chongqing and Xinjiang have the lowest potential of carbon emission reduction.(4)The carbon emission performance of China's non-ferrous metals industry showed an upward trend during the period of 2006-2014.The carbon emission performance improved is the most obvious in the central region,followed by the eastern and Western regions.Through the decomposition of MMCPI,the effect of technological progress is the most obvious to improve China's carbon emission performance.The technical efficiency change has the greatest impact on the improvement of carbon emission performance in the eastern region.Technological progress has the greatest impact on the carbon emission performance in the central region.Technological progress and technical efficiency change both have a significant impact on the carbon emission performance in the western region.
