The registration and issuance of rural land rights is an important measure to protect farmers' right to land contractual management.Land ownership can promote moderate scale operation of land and standardize the circulation of land in marketization.However,due to the tight data collection time and heavy tasks,the large number and variety of collection results have led to problems such as inaccurate land area for contracted farmer households and unclear four-to-four(name of each neighborhood in cadastre).This has seriously affected the quality assurance of land rights and it needs to be resolved.For this reason,this article attempts to solve this problem with modern information technology.First of all,based on the relevant theories of the current GIS system and the specific practice of rural land ownership right determination in Fanpo Township,Henan Province,the paper analyzes the work flow and method application of rural collective land ownership,and summarizes the characteristics of user needs and the characteristics of rural land data organization and management.secondly,it discussed the key technologies adopted by the current land rights management system,and designed and implemented Fanpo Town Land Claims Achievement Information Management System.The key technologies involved in the development of this system include technologies such as ArcEngine,component GIS,and.NET Framework.Finally,based on this,we make full use of the results of rural collective land ownership verification and adopt the C/S(Client/Server)model.Based on ArcEngine provided by ESRI,we have carried out secondary development of the component-based right-to-authorization application system.The basic functions needed to determine the rights of rural land.This system has three characteristics: First,the system has self-encapsulated some of ArcEngine's interfaces,which improves the efficiency of use.The three-tier architecture of the system makes the functional modules independent and maintainable;second,the system interface is simple and friendly,simple and quick to operate,comprehensive and comprehensive in function,and can implement basic functions such as map browsing,graphicediting and attribute query.Thirdly,there are innovations in the design and implementation of demand functions,such as topology inspection,map labeling,and querying by administrative villages.After the system is deployed,it runs smoothly,with strong pertinence,high practical value,and a good interactive experience.It basically meets the expected goals of system development.
