With the maturity of mobile Internet technology,the sharing economic business model has developed rapidly,which has greatly impacted the traditional social and economic structure and rapidly changed people’s way of thinking and consumption.This is in line with the government’s "innovation,coordination,green,openness." And sharing the five major development theories are closely related.This paper selects a microcosm under the shared economic system-sharing bicycles as research objects.As a typical product of the "Internet +" era,the emergence of shared bicycles meets the short-distance travel demand of the "last mile" of consumers.Shared bicycle is a quasi-public item with local non-competitive and partial non-exclusive.From the perspective of property rights,shared bicycles are only the sharing of the right to use,and the basis is still the private property rights that the market economy relies on.Governments,enterprises,and consumers are the main stakeholders in sharing bicycles,and they are also affected by their positive and negative externalities.In order to ensure the orderly operation of the market environment,the government chooses to supervise the cycling enterprises.Whether the enterprise chooses to place the bicycles reasonably for the occupation of the market,whether the consumers choose to regulate the use of bicycles for themselves.Through the construction of three evolutionary gamemodels between government and shared bicycle companies,consumers and shared bicycle companies,and shared bicycle companies,the government,enterprises,consumers’ action strategies and key factors affecting the decision-making behavior of the three are analyzed.Considering the strategic choice and dynamic evolution process of the government,enterprises and consumers,this paper believes that:(1)The normative development of shared bicycles cannot be separated from the government’s supervision.The government should formulate incentives and punishments and incorporate serious untrustworthy behaviors into corporate credit records.The orderly operation of the bicycle market;(2)Consumers as a key part of the development of shared bicycle specifications,enterprises and governments should reduce their parking costs and establish a consumer credit system to encourage consumers to use reasonably;(3)whether shared bicycle companies have Reasonable competition for power mainly depends on the net income brought by the competition.The government’s supervision and corresponding reward and punishment measures are the guarantee for the long-term development of the shared bicycle industry.Therefore,the standard development of shared bicycles requires the joint efforts of the government,enterprises and consumers,and the three are indispensable.
