With the rapid development of China's economy in recent decades,a large number of people have gathered in cities and towns.Moreover,the characteristics of China's small population and many people make the contradiction between population and environmental resources more and more prominent.This has triggered a series of natural disasters,in which geological disasters have caused the greatest loss and damage to human society.Daguan County is located in the northeastern part of Yunnan Province,the heart of the Zhaotong area.It has always been the main transportation route of Luanchuan,with a total population of 252,200.The geological structure of Daguan County is complex,such as the Daguan anticline,the turf subfracture,and the gravel fault.Moreover,geological disasters in Daguan County are frequent.Since the Wenchuan earthquake in 2008,the secondary earthquake in Daguan County has been active,seriously threatening the lives and property of the people of Daguan County.Therefore,the establishment of an efficient and scientific urban geological disaster management and emergency response system is of great significance for the prevention and control of geological disasters in Daguan County.Based on the investigation of geological disasters and risk assessment results of typical cities in the northern Wumen Mountain,and Daguan County in Zhaotong was selected as a research area,the paper have developed a digital disaster reduction system that integrates urban geological disaster information space query,post-disaster personnel property loss statistics and post-disaster emergency rescue response and personnel evacuation and resettlement.The system can improve the digital disaster reduction and management level of geological disasters in mountainous towns,and can provide scientific reference for government departments' disaster prevention and mitigation planning.The paper mainly does the following work:(1)Research and design and implement MVP(Model-View-Presenter)threelayer software architecture mode,improve the degree of reuse of classes and functions,reduce the overall coupling of the system,and facilitate the subsequent expansion of system functions or migration to the Web.(2)Design the spatial database of Daguan County through conceptual model,logical model and physical model,and select the large open source spatial database PostgreSQL to realize the unified storage of spatial data and attribute data,and improve the response speed of the system.(3)Research on spatial database indexing technology,including: Hilbert curve based on high-dimensional transformation space filling,KD tree based on spatial partitioning,R-tree based on spatial object index,and Gist index based on clustering principle in PostgreSQL.(4)System function module design,including: GIS basic module,personnel and data management module,loss statistics module,post-disaster emergency response module.Improve the capacity of government workers in disaster monitoring and disaster mitigation.Based on the paper,the urban geological disaster management and emergency response system has rich functional modules,which can effectively manage the geological disaster spatial data and provide relevant analysis and decision support,and it is stable in operation and can also meet the business needs of relevant departments.The paper mainly got the following conclusions:(1)Based on the MVP three-tier architecture development software system,it can highly abstract the business logic,realize the separation of data,logic processing and display,reduce the software coupling degree,and improve the efficiency of reuse and development.(2)The disaster prevention and mitigation work depends on a large amount of spatial data.The Rist tree based on the Gist index mentioned in the PostgreSQL database is not only simple,but also contains all the features of the R tree,which can effectively improve the response speed of spatial data.
