In recent years,severe energy problems have limited China's economic and social development.In order to solve the problem of improving energy efficiency and ensuring sustainable economic development,the Chinese government has issued a series of energy conservation policies to promote energy conservation projects and improve energy efficiency.According to statistics,from 2008 to 2013,the central government has invested more than 40 billion yuan in financial resources,and more than 20 rules have been implemented.Although a series of subsidy policies have achieved certain results,the energy conservation situation is still very serious.In this context,this paper aims to analyze the interaction mechanism between policy makers,energy-efficiency product producers and terminal energy-using three energy-efficient market entities based on evolutionary game model,providing theoretical and practical support for the formulation of subsidy policies and evaluation policy tools.First of all,based on the domestic and foreign literatures,this paper summarizes the current research status of scholars on energy conservation subsidies and the research methods used.On the basis of reviewing the existing research,learning from experience and practice,and also identifying the shortcomings in it,pointed out the direction for the research after the paper.By introducing the concept of energy-saving products and government subsidies to define the research object of this paper,the evolutionary game theory and system dynamics theory are introduced as the theoretical framework of this paper.Secondly,through the combing of China's energy-saving subsidy policy in the past decade and the ?energy-saving products benefiting the people project? as a typical case,the effects of the implementation of the energy-saving subsidy policy and the existing problems are analyzed.On this basis,many participants in the energy efficiency market under the energy-saving subsidy policy are abstracted into government,enterprise and consumer and define their behaviors,identify behavioral influencing factors,and lay the foundation for the parameter setting of the evolutionary game model below.Thirdly,construct a game model between government and enterprises,government and consumers,analyze the stability strategy of the income matrix,and further analyze the results of the Jacob matrix stability analysis for each equilibrium point,and then perform MATLAB simulation analysis on the results.Verify the accuracy of the results and explore in depth the key factors that influence the strategic choices of both players.Then the government,enterprises and consumers are included in the same analytical framework,and the system dynamics model is established to study the behavior evolution of the three in the same system.The Vensim PLE software simulation experiment is used to find the best way of government subsidy strategy,and explore the energy saving subsidy policy.Maximize efficiency,with a view to deepening and expanding existing research,and providing theoretical references and practical recommendations for promoting efficient implementation of energy conservation subsidy policies.Finally,this paper proposes policy recommendations for the formulation and implementation of energy-saving subsidy policies,so that the government,enterprises and consumers can continuously improve their strategies in their respective evolutionary processes,and finally achieve a balanced state that achieves the goal of energy-saving subsidy policies.
