The frequent occurrence of earthquakes,the large population,and the uneven population distribution on the seismic belt in China have brought about the uniqueness of China’s postearthquake emergency rescue needs.In view of this,general aviation is bound to become an important component of the national emergency rescue system,and the establishment of a sound emergency rescue system has become a new requirement for improving emergency rescue capabilities in the new era.Based on this article,the theoretical basis and research status of disaster risk assessment,fuzzy comprehensive evaluation and site selection are sorted out.First,by analyzing the characteristics of emergency rescue requirements,the advantages of navigable emergency rescue are analyzed.And based on Arc GIS geographic information system to measure the coordinates of demand points in emergency rescue.At the same time,the establishment of an earthquake disaster risk assessment index system,based on this analysis of the disaster risk index required by each earthquake zone.Thirdly,based on the basic assumptions of the general navigation emergency rescue point layout model,a multi-objective decision-making model is constructed.Finally,the constructed model is used to measure the layout of general aviation emergency rescue points in the earthquake zone in North China.The results show that considering the population distribution center of gravity on the seismic zone is an important component of the construction of the general aviation emergency rescue point layout model.The earthquake disaster risk index values of the belts: North China Plain seismic belt>Tancheng-Yingkou seismic belt> Yinchuan-Hetao seismic belt> Fenwei seismic belt.The postearthquake emergency rescue system of my country’s general aviation needs to be improved urgently.By constructing a post-earthquake navigation emergency rescue point layout method that takes into account the distribution characteristics of the earthquake zone,the efficiency of post-earthquake emergency rescue can be improved,and the ability of General Aviation in postearthquake emergency rescue has been improved.
