In the past 40 years,Shenzhen,as a benchmark city for reform and opening up,has also faced the problem of lack of land resources while developing rapidly.In 2018,Singapore produced 3.5 billion yuan per square kilometer,New York had nearly 8 billion yuan per square kilometer,and Shenzhen had only 1.2 billion yuan per square kilometer,which is far from it.From the analysis of economic structure,the important position of industry in economic development and improving the efficiency of industrial land use are inevitable choices for increasing the output value of unit land and maintaining high-speed sustainable development.This article collects panel data of 10 administrative districts in Shenzhen from 2013 to 2018,including input indicators for land,manpower,and capital,and output indicators for output,education,medical care,and disposable income.It uses a three-stage DEA model Perform static analysis on the 60 sets of data from the perspective of horizontal comparison,and eliminate errors caused by environmental variables of finance,foreign investment,and industrial structure through SFA regression analysis,and improve the accuracy of technical efficiency results.At the same time,the Malmquist productivity index model is used for dynamic analysis from the perspective of longitudinal comparison,and the total factor productivity of each district is measured.The SFA regression model puts forward the influence of environmental variables and also conducts an empirical study on the influencing factors of land use efficiency in each district.Through the above research,the main results are as follows:(1)From a static perspective,the traditional DEA model underestimated the utilization efficiency of old areas such as Futian District,Luohu District and Nanshan District,and overestimated the efficiency of new districts such as Guangming New District,Yantian District and Pingshan District.After the readjustment,the utilization efficiency of the old area is generally higher than that of the new area.Although the initial efficiency of the new area is not high,after six years of development,it has already reached the level of the old area.There is not much difference in the scale efficiency of each district.Pure technical efficiency determines the level of land use efficiency in each district.(2)From a dynamic perspective,the traditional DEA model also underestimated the total factor productivity of the old district and slightly overestimated the new district.After the regression adjustment,it is limited by the law of diminishing returns to scale.The total factor productivity of the old district is still lower than that of the new district.The total factor productivity of the new district is greater than 1 during the 6-year period,especially in the Longhua New District.The difference between the scale efficiency and pure technical efficiency of each district is not close to 1,and the technological progress index determines the level of total factor productivity of land in each district.(3)From the analysis of the SFA regression model,compared with the two influencing factors of fiscal expenditure and foreign capital utilization,the impact of industrial structure on land use efficiency is more significant and has a positive promotion effect.Although the utilization of foreign capital promotes land use efficiency,the effect is not significant enough.The empirical results of this study help to comprehensively understand the utilization of industrial land in various administrative regions of Shenzhen in recent years,and understand that the utilization efficiency of industrial land in new and old administrative regions is mainly limited by the efficiency of each industry and the distribution of industrial structure,rather than the scale of development Scientifically formulate and implement industrial upgrading policies,increase the proportion of tertiary and high-tech industries in the industrial structure,and maintain the sustainable and healthy development of Shenzhen.
