Heilongjiang Province is located in the most northeastern and highest latitude region of China.The winter is long and cold,and it belongs to a temperate monsoon climate.The unique geographical location and climatic conditions form the second largest stable snow region in China.The winter snow season starts in October and ends in April.Therefore,long-term accumulation of snow causes road obstruction and low-temperature freezing damage from time to time,which seriously affects local economic development and people's living safety.This paper takes the snow cover of Heilongjiang as the research object,and analyzes the spatiotemporal changes of snow cover in Heilongjiang Province in the past 33 years by extracting and processing snow data from 63 stations in the province from 1983 to 2015,using regression analysis and spatial interpolation.Characteristics,combined with the theory of natural disaster risk,established a snow disaster risk assessment index system in Heilongjiang Province to assess and partition the local snow disaster risk.The main conclusions are as follows:(1)In this paper,the depth of snow,the intensity of snowfall,the length of the snow period,the total amount of blizzards,the total number of blizzards,and the number of wind speeds>8m/s are selected as disaster risk factors.The analysis of the dangerous time characteristics of Heilongjiang Province from 1983 to 2015 is as follows: During the 33 years,the snow depth,snow intensity,total snowstorm and total number of snowstorms all showed a significant increase trend with the inter-annual changes.The amount reached the maximum in 2013,and the snowfall intensity was the largest in 2016.The snow cover period is from October of that year to April of the following year.The length of the snow cover period in Heilongjiang Province during the 33 years showed a significant decrease with the inter-annual changes.The wind speed>8m/s day number in Heilongjiang Province showed a significant decrease trend with the inter-annual change.The province's wind speed>8m/s day number was at least in 2015,only 50 days.In the 33 years from1983 to 2015 in Heilongjiang Province,the high-value areas of snow depth were mainly distributed in the northwest of the Greater Xing'an Mountains,Xunke County,Jiayin County,northern Yichun,and eastern regions of the province.In the Greater Xing'anMountains in the north,high-value areas of snowfall intensity,total blizzard,total number of blizzards,and wind speeds>8m/s days are mainly distributed in the eastern region of the province.(2)The spatial distribution characteristics of Heilongjiang Province from 1983 to2015 are as follows: During 33 years,the high snow depth areas are mainly distributed in the northwest of Daxinganling,Xunke County,Jiayin County,northern Yichun,and the eastern part of the province;the areas with longer snow periods It is mainly distributed in the Greater Xing'an Mountains in the north;the snowfall intensity,the total amount of snowstorms,the total number of snowstorms and the wind speed>8m/s.The high value areas are mainly distributed in the eastern part of the province.(3)The northern and eastern regions of Heilongjiang Province have higher snow hazards,the central region is a medium-risk region,and the western region is a low-risk region;the central and northern regions are more sensitive to disasters,and the western and eastern regions are less sensitive;densely populated areas are easier Affected by disasters,the vulnerability is high,and the vulnerability in other regions is low.Correspondingly,the more economically developed areas have stronger disaster prevention capabilities,and the remote areas have weaker disaster prevention capabilities.(4)The spatial distribution of comprehensive risks of snow disasters shows a decreasing trend from east to west.The high-risk area accounts for 34.3% of the entire Heilongjiang Province area,which is distributed in the east and northwest;the medium-risk area accounts for 45.2% of the entire Heilongjiang area,which is distributed in the north and central areas;the low-risk area accounts for 20.5% of the entire Heilongjiang Province area,which is distributed in the west area.
