Environmental regulation policy is the core basis of environmental regulation in China.This paper studies the spatial effect and time lag effect of multiple environmental regulation on industrial transfer.It is helpful to understand the effect of multiple environmental regulations in Beijing-Tianjin-Hebei and surrounding regions on the geographical and spatial transfer of industry.It also helps to form a clearer understanding of the effect of environmental regulation policy on industrial transfer,and then deeply understand the effect of multiple environmental regulation on industrial transfer from the perspective of space and time.Based on the panel data of Beijing-Tianjin-Hebei and surrounding regions from 2004 to 2016,this paper studies the temporal and spatial effects of multiple environmental regulations on industrial transfer.And based on the study of the spatial effects of various environmental regulations on industrial transfer,further explore the intermediary role of local government environmental regulations in the formal environmental regulations affecting industrial transfer.This paper selects Beijing-Tianjin-Hebei and surrounding regions as the research object,uses the quantitative analysis method of policy text to analyze the environmental regulation policies promulgated by the central government and Beijing-Tianjin-Hebei and surrounding regions from 2004 to 2016,and constructs the formal environmental regulation intensity index.To explore the temporal and spatial evolution characteristics of environmental regulation policy system.By looking up statistical yearbooks in China,the agency index of public participation inenvironmental regulation is selected to construct the intensity index of informal environmental regulation.Through the analysis of the relevant data of the secondary industry in Beijing-Tianjin-Hebei and surrounding regions,this paper analyzes the realistic form and changing law of industrial transfer,and makes a preliminary description of the variables from the statistical characteristics of the data.Environmental regulation has spatial dependence and spatial spillover effects caused by industrial agglomeration.This paper constructs a spatial Dobbin model(SDM)to explore the spatial effects of multiple environmental regulations on industrial transfer.Based on the regression analysis of the econometric model by using the inverse distance geo-spatial weight matrix and the economic geo-spatial weight matrix,it is found that the formal environmental regulation in the current period has no obvious spatial effect on the industrial transfer in Beijing-Tianjin-Hebei and surrounding regions.The intensity difference of environmental regulation policy among different provinces has not caused the phenomenon of industrial transfer,and the informal environmental regulation in the current period has the effect of forcing the transfer of pollution industry to outside the region in Beijing-Tianjin-Hebei and surrounding regions.Public participation in environmental regulation has a significant effect on the prevention and control of air pollution.In addition,this paper attempts to explore the intermediary effect of the enforcement of local government environmental regulation in the process of multiple environmental regulation affecting industrial transfer,and finds that the enforcement of local government environmental regulation doesn't show obvious intermediary effect.Local governments basically do not cause industrial transfer in the process of implementing environmental regulation policies.The effect of environmental regulation on industrial transfer may have a time-lag effect,the regulatory effect of the environmental regulation policy promulgated in that year may appear immediately in that year,or it may appear in a few years later.On the basis of exploring the spatial effect of environmental regulation intensity on industrial transfer,this paper explores the lag time of environmental regulation variables.By constructing panel econometric model to analyze the time-lag effect of multiple environmental regulations on industrial transfer in Beijing-Tianjin-Hebei and surrounding regions,it is found that multiple environmental regulation has multi-period nonlinear effect on industrial transfer,which shows a "U" shape in a long period,and the scale of industrial transfer increases at first and then decreases.Finally,this paper integrates the spatial effect and time-lag effect of multipleenvironmental regulation on industrial transfer,draws a conclusion on the effect of multiple environmental regulation on industrial transfer in Beijing-Tianjin-Hebei and surrounding regions,and puts forward the shortcomings of the research.
