Research On Environmental Efficiency Measurement And Evaluation In China

In recent years,economic reform has brought new opportunities to China's economic growth,but the lack of investment in environmental pollution is also the reason why China's current environmental situation cannot keep up with China's economic development.Nowadays,China's economic development speed is still in the stage of rapid development.At the same time,the consumption of resources is becoming more and more serious,which brings about the aggravation of the ecological environment.At present,the environmental situation and resource shortage have become an important obstacle to the sustainable development of China's economy,and the implementation of effective and feasible environmental governance policies is imminent.In this regard,efforts should be made to solve the contradiction between China's economic development and environmental protection,ensure high-quality development,improve environmental efficiency,and make the environment a positive force for China's economic development and sustainable green development.Therefore,it is of great significance to calculate and evaluate the environmental efficiency,which is helpful to analyze the resource consumption and the factors affecting environmental pollution,so as to promote the improvement of environmental efficiency governance.This paper makes use of the inter-provincial data from 1999 to 2016,taking into account the external environment and random error factors.Firstly,the three-stage DEA model is used to calculate the real environmental efficiency level and the change trend of each region under the same environment,and the development status and differences of environmental efficiency among different regions in China are analyzed.Then,the confidence interval of interregional environmental efficiency was estimated by Bootstrap method.Secondly,Tobit regression model is used to explore the influencing factors of environmental efficiency in China,and to try to find out the main factors affecting environmental efficiency.The results show that:(1)economic scale and urban population density have a greater positive impact on environmental efficiency,and economic factors have a greater impact on environmental efficiency;(2)the proportion of added value of the second industry has a negative impact on China's environmental efficiency,and the efficiency of industrial pollution control in China needs to be further improved.(3)The proportion of added value of the third industry(TR),domestic patent application authorization(ADP)and the proportion of total import and export trade to regional GDP(DT)have little impact on environmental efficiency,indicating that technological progress and trade dependence have little impact on the environment.
