As a basis for the economic development of a region or country,resources and the environment occupy a weightless position in development.As a relatively backward economic development in Jiangxi Province,the impact of resources and environment on the economy of Jiangxi Province is even more important.Although the economy of Jiangxi Province has developed rapidly in recent years,it has far exceeded its level of energy consumption per 10,000 yuan of GDP in developed regions.The carrying capacity of resources and environmental systems is close to the maximum carrying capacity,and its carrying capacity even exceeds the maximum.Carrying limit.At present,the economic development of Jiangxi Province has entered a new era,and it is gradually shifting from a high-speed development stage to a high-quality development stage.Therefore,achieving the development of coordination among resources,environment and economic system is the key to ensuring sustainable and high-quality development of society.This paper selects 11 cities and cities in Jiangxi Province as the research object of the thesis.Firstly,it analyzes the current situation of resources,environment and economy in Jiangxi Province,and points out the significance of studying the coordinated development of regional resources,environment and economic system in Jiangxi Province under the background of high quality development.When measuring the regional green efficiency of Jiangxi Province,capital investment,energy input,water resources input,land resource input and human resource input are used as input indicators;when considering output indicators,environmental pollutants are regarded as undesired outputs,mainly Including industrial “three wastes”(waste water,waste and solid waste)and greenhouse gas carbon dioxide emissions four indicators,while regional GDP as a desired output indicator,based on the non-expected output SBM model to measure the green efficiency of 11 cities in Jiangxi Province,and evaluate regional resources according to the green efficiency.Coordination of the three major systems,the environment and the economy;then the calculation of resource inputs,environmental output and economic output slack variables and resource inputs,environmental output and economic output share to obtain resource inefficiency,environmental inefficiency and economic inefficiency results,analysis of the reasons for the imbalance between regional systems in Jiangxi Province;Based on the measured green efficiency results,three econometric models were established,including the panel Tobit model of the mixed effect,the panel Tobit model of therandom effect,and the panel Tobit model of the fixed effect.Finally,the panel Tobit model with fixed effects was selected from the statistical test.Industrial structure,industrialization level,population size,consumption level,urbanization level,environmental protection policy,export trade and scientific research technology level have studied the factors affecting the regional green efficiency of Jiangxi Province,that is,the factors affecting the degree of coordination between systems,and Based on the research results,constructive policy recommendations were put forward.The research findings in this paper are as follows:(1)During the period of2010-2016,the green efficiency of most parts of Jiangxi Province showed a trend of upper body.In terms of region,the green efficiency between the systems in western Yunnan and northern Fujian was higher than that in central Yunnan and northeastern Yunnan.According to the classification of coordination degree,although the degree of coordination among the four regional systems is moderately coordinated,the middle and south of Yunnan and the northeastern Yunnan are barely in a state of moderate coordination.Overall,the level of system coordination in Jiangxi Province is in a moderate coordination stage,and the degree of coordination between systems needs to be improved.(2)For the reasons that lead to the imbalance between regional systems in Jiangxi Province,this paper measures resource inefficiency and environmental inefficiency.The economic inefficiency shows that environmental inefficiency is the main cause of system incompatibility,and the three waste inefficiencies contribute the most to environmental inefficiency.That is to say,the uncoordinatedness of the three systems is mainly due to the excessive destruction of the ecological environment.The excessive consumption,low utilization rate and insufficient economic output can not be ignored in the system uncoordinated;(3)Jiangxi Province has low green efficiency and low system coordination is affected by multiple factors.Among them,the environmental protection policy and scientific research technology have a significant positive impact on green efficiency.Factors such as industrial structure,industrialization,population size,and urbanization have a significant negative impact on green efficiency,while consumption levels and foreign export trade have a negative impact on green efficiency,but they are not significant;(4)Due to the extensive development mode in the past,there are big contradictions between resources,environment and economic system.In order to change the existing state,we must adhere to high-quality development in the future.Finally,according to the research results,relevant policy recommendations are given,including changing theeconomic growth mode,optimizing the industrial structure,taking a new road to industrialization,advocating energy conservation and environmental protection,adhering to the basic principle of “who pollutes and who governs”,implementing local development strategies and other related policies Suggest.
