Research On The Coordination Relationship Between Marine Economy And Informatization In Chinese Coastal Provinces

The 21 st century is both a century of in-depth development of the marine economy and an era of rapid development of informatization.The interaction between the marine economy and informatization is deepening.On the one hand,informatization provides a new model for the development of the marine economy,of which "Internet + marine economy" is conducive to optimizing the marine industrial structure and driving the growth of the marine economy;The application of the Internet of Things technology has greatly improved the marine industry’s production,processing,storage,transportation capacity and management level,and improved the efficiency of the use of marine resources.The development of real-time monitoring and communication technologies is conducive to early warning of marine disasters and protection of the marine ecological environment.On the other hand,the development of the marine economy provides economic support for the construction of informatized infrastructure and the development environment,and provides market support for the level of informatization applications and industrial operations.Therefore,measuring the development level of marine economy and informatization in Chinese coastal provinces,studying the degree of coupling and coordination between the two and the influencing factors of the degree of coordination.It is of great significance to promote the coordinated development of marine economy and informatization.Based on the connotation and interaction of marine economy and informatization,this article respectively constructs evaluation index system of marine economic system and informatization system,Using the comprehensive evaluation model,coupling coordination model and GMM to measure and analyze the development level of the marine economy and informatization,the coupling coordination degree and the influencing factors in Chinese coastal provinces from 2000 to 2016.conclusions are as follows:(1)From 2000 to 2016,the level of marine economy and informatization development in Chinese coastal provinces showed a rising trend volatility.From 2000 to 2016,the average value of the provinces of the marine economic development level increased from 0.3174 to 0.3620,and the average value of the provinces of the information development level increased from 0.3660 to 0.4145.From a spatial perspective,the level of marine economic development is centered on Shanghai,and the north-south direction presents a "strongest-weak-strong-weakest" spatial pattern.Among them,Shanghai has the highest level of marine economic development,with a score of 0.7930.Hainan has the lowest level of marine economic development,with a score of 0.0807.Regional differences are significant.(2)From 2000 to 2016,the degree of coupling and coordination between the marine economy and informatization in China’s coastal provinces showed an upward trend of volatility.In terms of time series,the degree of coupling between the marine economy and informatization has experienced a development process of firstly decline and then rise,and the phenomenon of polarization has intensified.The degree of coordination has developed in a good trend,and the polarization has been weak.From the perspective of the spatial evolution of the coupling degree,the coupling degree of Jiangsu,Zhejiang,and Tianjin changed significantly from 2000 to 2016.Among them,the coupling degree of Jiangsu showed a significant upward trend,the coupling degree of Zhejiang showed a firstly downward and then upward trend,the coupling degree of Tianjin showed a significant downward trend.Other provinces were in a high-level coupling stage.From the perspective of the spatial evolution of coordination,the coordination degree of Tianjin,Hebei,Liaoning,Shanghai,Jiangsu,and Hainan changed significantly from 2000 to 2016.Among them,the coordination degree of Tianjin and Shanghai showed a significant downward trend,and the coordination degree of Hebei,Liaoning,Jiangsu and Hainan showed a significant upward trend.Other provinces were relatively stable.(3)In terms of influencing factors,the level of economic development,urbanization,and opening up have a significant positive effect on the degree of coordination between marine economy and informatization.The level of scientific and technological investment and education have no significant effect on the degree of coordination and have negative effect,The level of consumption has no significant effect on the degree of coordination but has negative effect,Therefore,Chinese coastal provinces should focus on improving the level of economic development,urbanization and opening up,and rationally regulating scientific and technological investment and educational resources,improving residents’ consumption capacity,in order to achieve coordinated development between the marine economy and informatization.
