China Marine Public Service Study Since Reform And Opening-up

Marine public service is an essential service system that aims at the guaranteeing the development of the marine economy and the construction of marine society. Since Reform and Opening-up, with the continuing development of the marine economy and growth of marine industries output in our country, Chinese government has gradually established and perfected a marine public service system with Chinese characteristics. The foundation of modern marine public service is also to respond the increasing demand in public. As a matter of fact, this construction process embodies the changes happened in our society through the past 30 years since Reform and Opening-up. It is these changes that promote the marine public service in our country. And also, the development of marine public service to some extent reflects the major changes within Chinese Society during the past 30 years.In the light of these facts, this dissertation adopts literature research method, combines historical and comparative perspectives, qualitative and quantitative techniques, to explore the development of Chinese marine public service. The focus is on the relationship between the development of marine public service and social change in our country since Reform and Opening-up. This dissertation is composed of six parts:The first part, the introduction, includes the proposed research questions, the purpose and significance of this research, literature review, research methods and innovations. This part put emphasis on defining marine public service, the topic of this research. The second part discusses the development of Chinese marine public service since the Reform and Opening-up. Firstly, it divides the basic construction process of Chinese marine public service since Reform and Opening-up into four stages:infrastructure construction period, technology improving period, structure reforming period and comprehensive development period. A detailed analysis of each stage is also involved in this dissertation. Then this part summarizes characteristics that reflected through the building process of marine public service. In our country, these characteristics include era features, economic impacts, science and technology impacts and governmental ruling ideas. The third part and the fourth part are aiming at exploring the relationship between the changes of Chinese society since Reforming and Opening-up and the development of marine public service. The third part analyzes social changes, especially in emerging elements and demands area. These elements and demands promote the development and construction of Chinese marine public service. This part takes the view from social structure. The fourth part is the reverse analysis in the reflection of marine public service development. This part focuses on the construction of marine society and changes in the government cognition to marine exploitation. The fifth part predicts the future trend in the development of Chinese marine public service. Based on realistic conditions and data this parts argues that, in the future Chinese government will strengthen security of Chinese ocean shipping, continue to invest science and technology innovations, amplify the connections with non governmental organizations, make overall plans for regional development. The sixth part, the conclusion, is summary of the full text. It makes general comments to the development of Chinese marine public service since Reforming and Opening-up.
