Improve Management Effectiveness Research After The Reform Of Hydrological Institutions

With the continuous deepening of the reform of public institutions,how to establish an effective management evaluation mechanism of grass-roots units and improve the management efficiency of grass-roots units has become a major research topic.The grass-roots hydrological monitoring brigade is the nerve ending of the hydrological system.It not only undertakes the management and maintenance of hydrological stations,water level stations,rainfall stations and other stations and data collection,but also needs to analyze and process the data to provide timely,accurate and reliable first-hand data for superior leaders and local governments to make desicions and arrangements.This thesis puts forward a series of measures on how to improve the management efficiency of Yanshan hydrology,optimize its management structure,better complete various tasks,and constantly improve the service quality.Based on the successful experience at home and abroad,it can provide some help for the grass-roots hydrological units.Management effectiveness is different from magement efficiency.Management efficiency mainly measures the speed at which a job is completed,while management efficiency can better reflect the degree and quality of a unit’s work,which is a more scientific and reasonable standard.Hydrology work has its own characteristics,not only need to complete the corresponding work within the specified time,but also need to carry out some expansion of their own business.Therefore,studying the management efficiency of Yanshan Hydrology can find the loopholes in its work and improve the work results of Yanshan hydrology.The body of this thesis roughly consists of six parts.The first part is introduction,mainly as the research background,literature review,research ideas,innovation and deficiency.The second part is about the reform of public institutions in Jiangxi Province,the planning of hydrology in Jiangxi Province,the theory of management efficiency and other related concepts.The third part is the current situation of hydrological management in Yanshan County,Shangrao City,including the hydrological profile of Yanshan County,the distribution of hydrological stations,the basic situation of management personnel and the analysis of the reasons for low management effectiveness.The fourth part is the experience of efficient hydrological management at home and abroad.It mainly introduces the main policies of hydrological management at the county level in western countries and other regions in China.These policies have great enlightment on inproving the the management effectiveness of Yanshan.The fifth part provides the countermeasures and suggestions to improve the hydrological management effectiveness.Its main purpose is to get the support of the superior departments and allocate personnel resonably.It is also helpful to the further improvement of the automation of hydrological monitoring equipment and other aspects.As a result,staffs of grass-roots units can make joint efforts to improve the hydrological management effectiveness of Yanshan County.The sixth part is the conclusion and outlook,mainly for the actual effect of improving the management effectiveness of the hydrological monitoring system and the development direction of the future hydrological monitoring.
