Coal resource is widely used in our country,which makes great contribution on the process of national economic construction and people's living standards.With the improvement of the legal institutional mechanisms,safety situation of national coal mine production have been improved a lot.While under the high-voltage safety lines of coal mine production,enterprises always increase resource input to reach safety goal.However,the improvement of safety level by resource input is limited.The unbalance between resource input and safety benefit causes resource redundancy and increases enterprises' burden.Therefore how to balance safety and efficiency in the process of coal mine production and realize high efficiency production becomes the realistic problem needed to be solved in coal industry.Based on multi-objective optimization theory,the paper set safety goal of coal mine production as the most important constraint,efficiency maximization as the objective function.It establishes safety hard constraint by surface response method.Then an efficiency optimal model of logistics system of coal mine production is established,with the constraint of safety.Finally,empirical study proves the optimal model's application.The main contents and innovation include as follows:(1)Analysis of safety constraint of logistics system of coal mine production.It analyzes the factors from people,machine,environment and management influencing coal mine production.Then response surface method is used to discuss the relation between factors and safety.Therefore,safety constraint of coal mine production is established.(2)Establishment of efficiency optimal model of logistics system of coal mine production.Based on the principle of efficiency optimization,it adopts multi-objective optimization theory and its solving methods to build an efficiency optimal model of logistics system of coal mine production,where,safety goal of coal mine production as the important constraint,efficiency maximization as the objective function.This model gives a clear direction to realize resource optimal allocation and improve the efficiency of coal mine production.(3)Empirical research.According to survey several coal mine enterprises in Henan Province,it analyzes the relation between safety factors and safety level and establishes safety constraint of coal mine production.Then it chooses a typical mine of Coking Coal Group as an empirical object to optimize its efficiency.Results show the validity of optimal model and prove the application for coal mine enterprises.The research shows that optimizing resource allocation not only can ensure safety goal of coal mine,but improves coal mine production efficiency,which enriches efficiency optimization theory of logistics system of coal mine production.It has important significance to realize safety and high efficiency of coal mine production.
