The extensive application of coal resources has pushed forward the process of our national economic construction and improved people’s living standards and will keep making contributions. Since the coal industry belongs to high-risk industry, coal mine enterprises in our country always invest a lot in safety which results in a phenomenon in production, that is "ignoring efficiency for the sake of safety". However, some other enterprises keeps pursuing efficiency which leads to safe accidents. Because of the speciality of coal industry and finiteness of coal resources, how to balance safety and efficiency-the two contradictory indicators which restrict and relate with each other, accompanying with dynamic deformation, and realize mutual dynamic harmonious development becomes a hot research top which badly needs to be resolved.In order to appraise and optimize the coordination of safety and efficiency of coal production logistics system in a scientific, comprehensive and dynamic way, this thesis employs coordination perspective, improves the original coordination model and then constructs the dynamic coordination development model of safety and efficiency of the production logistics system. Finally, this thesis tests the model’s applicability and reliability through empirical study and combined with the research results, brings forward constructive suggestions for system optimization to the relevant coal mine enterprises. The main content and innovation points of this thesis include:(1) Solve the problem of coal and mine production logistics system with systematic principle. Turn the problem of profit distribution of complex system resources investment under the condition of resources finiteness into the issue of coordination development of two sub-systems within the complex system, and then connected with the coupling coordination relation, employ the thought of coordination development to optimize the system. Analyze the issue of system coordination problem from both the horizontal and vertical perspectives and analyze the coordination development of coal and mine production logistics system, with interaction between safety and efficiency and harmonious development principle taken into consideration. This is the innovation of thinking to solve problems;(2) Construct the dynamic coordination development model of safety and efficiency of the production logistics system. Taken the ideal coordination status of safety and efficiency of coal production logistics system as appraising criteria, construct a dynamic coordination development model of safety and efficiency of coal production logistics system based on the time order weighted geometry averaging operator. Combined with features of the complex system, make the original model dynamic and add adjustable parameters, which can adjust models according to requirements of appraisers, which is scientific and owns practical applicability and flexibility, and can analyze and resolve objective problems better. This is the dynamic model innovation of static models;(3) Empirical study. From the research about20coal enterprises in Henan province and discussion about the key index of safety and efficiency of coal production logistics system and their relation with coordination development of system,3coal enterprises are chosen for empirical study to test the effectiveness of the dynamic optimal coordination development model of safety and efficiency of the production logistics system and to provide system optimization suggestions for relevant enterprises in order to provide application support for practice.The research results show that the coordination development of safety and efficiency of coal production and logistics system can not only guarantee safe production of coal and mine, but also improve production efficiency and develop with it together in a benign way. This enriches and broadens the dynamic coordination development and optimization principle of safety and efficiency of coal production and logistics system, and carries practical significance to guarantee the coal production in a safe and efficient way.
