Colliery flood is one of the major disasters in the coal production process.The rule of law mechanisms of coal mine has been gradually improved and our coal mine water disaster treatment effects obviously improved with the country,the government and the attention of the coal mine enterprise.But our coal mine geological environment is relatively complicated,and coal mine layout often ignored the link of water disaster treatment process,so it makes the information flow of current water disaster treatment huge.It serious reduces the reliability of treatment system of coal mine water disasters.So it becomes the realistic problem to be solved for coal mining enterprises to optimizations the treatment process of coal mine flood disasters and improve the reliability of crisis response system.This article unifies the features such as the systemic of coal mine flood treatment and the highly complexity,use the knowledge generation theory,analysis every stages of the knowledge flows and generation model of the current coal mine flood disaster crisis response internal system.According to the optimization principles of the treatment of flood water disasters,use the virtual information center and information-sharing mechanisms tools to optimize the mine flood hazards crisis response system.Finally verify the applicability of the optimization model through the empirical research.The main contents and the innovation of this article:Use the extension evaluation method,analysis the reliability of the current mine water hazards crisis response system.Based on the analysis of coal mine water hazards crisis response system factors such as organization,management,decision-making,quality of personnel,rescue techniques and geologic environment determine the evaluation index system from four areas:the ability of prevention and preparedness,early warning capacity,treatment capacity and recovery capabilities and the ability to learn,and based on the evaluation results analysis the bottleneck constraint of current system.Use the theory of knowledge generation to build the mine water hazards crisis response system optimization mode.On the base of mine flood hazards crisis response system bottleneck,analysis introduction of knowledge generation method to establish the various stages of knowledge flows and the generation model.And according to the optimization principles of mine flood-related disasters to optimization of coal mine water hazards crisis response system structures and processes empirical research.Through the investigation of a coal mining enterprises,discuss the key factors impact of the corporate coal mine flood disaster crisis response system,use the extension evaluation method analysis the bottleneck conditions of the current system.And optimize the mine flood disasters crisis response system on this basic;verify the effectiveness of the evaluation and optimization model to reach the goal of supply the application support.The results of the study show that optimize coal mine flood disasters crisis response system can not only enhance the learning and growth of the entire system but also enhance the reliability of coal mine water disasters crisis response system.It riches and expand the mine flood crisis response theory and it has important practical significance to improve coal mine disaster mitigation.
