At present,the deterioration of the environmental conditions in China has not been fundamentally curbed.In order to control air pollution,China's relevant management method has changed from concentration control to the combination of concentration control and total emission control.The total emission control of pollutants has played a positive role in reducing pollutant emissions,preventing the degradation of environmental quality,and establishing a government responsibility system for environmental protection.However,the current total emission control of air pollutants is not fully synchronized with the objective of environmental quality improvement.As the industrial sector is the major source of air pollution,studying the coupling relationship between industrial structure and atmospheric environmental quality providing new ideas for improving the atmospheric environmental quality through the adjustment of industrial structure.As the old industrial base of China,the industrial development of Heilongjiang Province started earlier.The promotion of industrialization caused deterioration of the environmental quality while boosting the economic development.Particularly,the development of the energy industry based on coal and oil has caused a large amount of emission of industrial pollutants.Therefore,adjusting the industrial structure in Heilongjiang Province under the restriction of the environment provides a reference for optimizing industrial structure under the restriction of the amount of industrial air pollution,which is of great significance for improving the quality of atmospheric environment and achieving sustainable development of industry and the environment.This paper aims to study programs of coupling optimization between industry structure and atmospheric environmental quality of traditional industrial areas.By constructing two-way coupling optimization model between environment and industry,this paper simulated the interactive trend of industrial structure and the quality of the environment in different scenarios of technological progress in 2030,and predictedthe optimal industrial structure which can achieve the dual goals of economic development and environmental protection in the areas of Heilongjiang Province.The findings are as follows:(1)During the period from 2001 to 2016,the degree of benign coupling between economic and social development and atmospheric environmental protection in Heilongjiang Province continued to increase.(2)Under the control of the total emission of industrial exhaust pollutants,the total industrial output value of representative industrial industry in Heilongjiang Province with 10% of high-tech progress is higher than that with 5% of low-tech progress,and The emissions of the three types of industrial emissions are higher than the high-tech progress,indicating that technological progress is crucial for the coordinated development of the industrial economy and the atmosphere in Heilongjiang Province.(3)Under the low-tech progress scenario,the average annual growth rate of the coal mining and washing industry,oil and gas exploration industry,and mining auxiliary activities in the energy industry is low or even negative.Under the high-tech progress scenario,The average annual growth rate of each industry has increased,indicating that upgrading technological innovation in traditional resource-intensive industries is an important way to achieve sustainable development in Heilongjiang Province.(4)Compared with2016,in 2030,the equipment industry and the petrochemical industry have reduced their share of total industrial output value due to low-tech progress and high-tech progress;and the proportion of total industrial output value of the energy industry has decreased under the low-tech progress.With the advancement of high technology,there has been an increase;the food industry has increased its share of total industrial output value under the conditions of low-tech progress and high-tech progress.From the perspective of technological advancement,we will extend the industrial chain,develop green recycling economy,carry out technological transformation of traditional industries and eliminate production capacity.From the perspective of the control of industrial pollution sources,we will strengthen industrial pollution control,improve the relevant laws and regulations for energy conservation and emission reduction;rely on economic measures to control atmospheric pollution.
