A Study On The Impact Of Export On Environment In Heilongjiang Province

With the development of international trade and global economy, the increasingly enlarged unsustainable production and growing consumption activities has caused great pressure to natural environment and it has gradually gone beyond the capacity of the natural environment. This phenomenon will surely result the degradation of environment, and will become a threat to human survival and development. The environmental problem has become a global concern. As one of the important developed provinces in Northeast Asia, the export dependence of Heilongjiang Province rose from9.98%in1990to19.2%in2008. Although due to the impact of the international financial crisis in2008, the degree of the export dependence in Heilongjiang Province decreased, export trade development still plays a very important role in promoting fast-growing economy. However, the growing export trade has brought negative effects to the environment in Heilongjiang Province and caused industrial yearly-increased waste emissions.Based on the above background, combing the existing research results and relevant international trade theories, this paper studies the relationship between export trade and environment in Heilongjiang Province. Firstly, it analyses the current status of export trade and environmental conditions in Heilongjiang Province and investigates the impact of export trade on the environment; secondly, on the basis of the theory and analysis of the current situation, the paper makes detailed empirical research on the impact using the econometric methods; finally, it puts forward countermeasures and suggestions to enhance the coordinated development of environment and export trade in Heilongjiang Province. The study results show that the natural environment should not be expected to be improved by itself. We should actively take initiative measures to protect environment in order to realize coordinated development of export trade and environment in Heilongjiang Province. The government should improve the environmental legislations, optimize export structure, increase the support to environmental technology and environmental protection industry, and actively carry out international environmental cooperation. The enterprises should increase investment in environmental protection, promote clean production, and develop green products.
