Study On Risk Allocation Of PPP Projects In The Urban-rural Sanitation Industry

With the urbanization process develop rapidly,urban-rural sanitation industry of municipal engineering widely used in the PPP projects,and how to identify risk factors,measure risk evaluation,fair and reasonable risk allocation scheme is the key to ensure the implementation of PPP projects successful,and also a prerequisite for the quality of urban-rural sanitation services and public interests.The PPP project of urban-rural sanitation industry as the research object,in the process of risk identification,assessment and allocation was analyzed deeply.Firstly,the correlation theory of urban-rural sanitation industry was elaborated,and based on risk management and PPP projects of urban-rural sanitation industry was explored.Secondly,through extensively reading the relevant documents and practical cases about PPP projects risk management,analyzed the risk factors and weights in each stage of risk management,constructed Risk Assessment Index System for PPP Projects.Then,used the Fuzzy Analytic Hierarchy Process to disassemble the risk indicators one by one,distributed the risk allocation of stakeholders.Finally,take the Dongxiang County of PPP projects in the urban-rural sanitation industry as example,the expert survey method was used to identify risks accurately and evaluate risks effectively,divided risk allocation,and then put forward risk management countermeasures to optimize the effect of risk management.The theory of risk management stage as the starting point,urban-rural sanitation industry in PPP project analyzed deeply,the fuzzy analytic hierarchy process to divided risk factors one by one,constructed the index system of project risk evaluation,divided the risk bearing proportion of all participants reasonably in the project,provided a new idea for the effectiveness of risk management,explored the value for systematic research on risk management of PPP project in urban-rural sanitation industry.
