Research On Operation Risk Identification And Control Of Overseas Oil And Gas Projects Under The Integrated Mode Of Owner And Contractor

In the process of overseas business development,China's oil companies rely on overseas project investment to drive engineering services,engineering construction,and other businesses to the international market.“Owner and Contractor Integration” project operation and management mode has been used in China's overseas oil and gas exploration.The development strategy of the project will play a major role in the overseas business development.Therefore,the risk management of overseas oil and gas projects of China's Owner and Contractor Integration is of great significance.This mode will be implemented to reduce project losses and ensure the smooth implementation of China's overseas oil and gas development strategy.This thesis takes the operation status of oil and gas projects of China's oil and gas enterprises in the five major overseas oil and gas sectors as the entry point.The author clarify the applicable conditions of the Owner and Contractor Integration in the implementation process by comparing the Owner and Contractor Integration with the current major oil and gas project management mode.Then summarize the main challenges and problems faced by the Owner and Contractor Integration projects in the overseas practice process.Finally,a comprehensive understanding of the integration model of Owner and Contractor integration will be realized.The author combines the combing analysis of the risk events of international oil and gas engineering projects in recent years and identifies the specific risks of the integration of overseas oil and gas projects of Owner and Contractor integration from six aspects: legal risk,market risk,contract risk,design risk,procurement risk and construction risk.With the help of RBS risk decomposition structure method.The author continues to use Bow-tie technology to mine the root cause of the risk of the Owner and Contractor integration project and the risk event is evaluated through the calculation function of the Bayesian network.And then we will find the key events that lead to the risk of the integration of the Owner and Contractor integration.Finally,the author refers to the advanced experience of foreign typical oil companies in risk control,and proposed the design of risk control solutions and corresponding safeguard measures.
