The enterprise's production safety index is a quantitative representation of the enterprise's production safety level in the form of number. The year-on-year production safety index can be used to dynamically characterize the production safety level of the enterprise in different periods, and it could be possible to compare the safety profile of different companies in the same period using the cross-index of production safety. Therefore, the enterprise's production safety index is of great significance whether for the enterprise's own safety management or for the government's supervision to companies. The safety assessment and risk assessment methods of industrial enterprises were reviewed, and the research on production safety index at home and abroad was elaborated. It is found that the evaluation models of production safety index were mostly concentrated in a certain industry, single enterprise or virtual enterprise so far and most evaluation methods were based on leakage models, explosive models or personal risks, social risk theory.Few research was concentrated on the production safety index of production-oriented enterprises in the context of the city and evaluation systems that characterize the safety profile of production-oriented enterprises were also rare.According to the commonalities and characteristics of all enterprises in Beijing,a set of production safety index system used to compute production safety index was designed, which includes three aspects which are the enterprise's own safety feature, production safety supervision and production safety indication.Theses three first-level indexes were subdivided into sixteen second-level indexes and fifty three-level indexes.First,Analytic Hierarchy Process was applied to assign weights to each level of indexes;then Grey Relational Analysis was used to calculate the three first-level indexes;thus enterprise's production safety index was obtained by adding first-level of indexes multiplying their weights.Specifically,semi-quantitative checklists for the enterprise's own safety feature indexes were put into use to standardize the input data. Finally, fifteen companies were selected to calculate its production safety index by applying the model, and the calculated values were compared with the hidden danger numbers of the enterprises. The results show the rationality of the model was verified, furthermore, there are four companies with first class safety rank, that is,the production safety of these enterprises is relatively good,so it is enough to maintain it on the existing level for the management department. There are ten enterprises with second class safety rank, therefore, the safety endeavor is needed to increase the safety production level. In addition, there is only one enterprise with third class safety rank and its production safety work is relatively poor, hence, the local safety supervision department should focus on the improvement of the enterprise production safety.
