In recent years, the chemical industry developed quickly, but the chemical accidents still occurred again and again. So the safety management of dangerous chemicals became more and more important. In 2003, our country comprehensively developed the dangerous chemical improvement work. In order to do it well, the government also issued a series of laws and statutes, which advanced the concrete claim for safety production condition of dangerous chemical enterprises. It also made a explicit prescript about the index of safety evaluation of the enterprises. But this kind of safe appraisal index system had many disadvantages, such as weak gradation affect, the content of target value was unitary which the index reflected and no relation between the index, the value of index lacks the scientific basis and flexibility considering the place difference, weak operation and so on. Considering the lack of safety appraisal index system about dangerous chemical, it was significatory to research on the safety valuation of dangerous chemical.This paper briefed the current chemical industry development situation and the security situation of our country, and induced meaning and basic concept of research about appraisal index system. It simply introduced the situation about safety evaluation home and abroad, producing the principle and step in the process of accident statistical analysis and cause-effect chain model. Then, it also used analytic approach of the level to confirm the weight of the index, and analyzed the result. Finally, it adopt that the index system, and used to appraise polyvinyl chloride construction project, contrast to the primitive appraisal result of this project.Through this research, it draws the following conclusion:(1)The index weight which reflected the value was the important information in ynthesizes appraisal. The weight definite method has the weight. In this paper, it used the analytic hierarchy process (AHP) to calculate the index the weight. There were many methods to definite the weight. The practice proved that, this method was more scientific and reasonable, reflected various targets well the important degree.(2) This article used the fuzzy characteristic quantity to divide the security rank. Through the example, it obtained that the security present situation of that project was in the better rank. Comparing with the original appraisal conclusion of the effect, this safe appraisal index system was good and had strong operation.(3) This appraisal model not only suited a person to use, but also satisfied the appraisal group to use together. It first can synthesize everyone's judgment about rank subordination of inspect item, then calculated each index subordination, finally obtained the community appraisal the result. It had a better comprehensive and containing nature.(4) It using the system security analytic method. The appraisal index system had been designed before. It guaranteed the systematic characteristic, and integrity of this system, avoiding the omission and negligence. The practical application proved that this safety appraisal can used to dangerous chemical enterprises.
