The annual number of casualties in coal mining accidents in China far outnumbers the average in other countries, which leads to safety in production very unreliable. The high attention paid on the safety in coal mining by the government results in a mandatory emergency system. This system provides the facilities and procedures for the miners when emergency occurs. The temporary regulations authorize a priority in building refuge chamber. The design and construction work of chamber, due to the diversified geological conditions and layouts of alleys and personnel in different mining areas, requires field studies. On the other hand, since the enterprises that produce the emergency system have different backgrounds, the companies that design the functions of refuge chamber are independent, therefore, safety assessment of coal mine refuge chamber has important practical significance.This paper, based on the previous peer researches and the problems in the emergency system in recent years in China, states the importance of security assessment to refuge chamber. It first presents the general situation of refuge chamber with real examples in the mines. Then this paper introduces the safety assessment theory of refuge chamber based on Grey Relational Analytic Hierarchy Process, combining with the coal mine refuge chamber in Shanxi and the characteristics of coal mine refuge chamber system. It establishes the refuge chamber Security evaluation index system under the Interim Provisions and the criteria from relative departments. Finally, it analyzes the safety assessment of coal mine refuge chamber model effectivly with the weights of each indicator derived from AHP and safety assessment of coal mine refuge chamber model which is established by the GRA.The assessment application shows that the application of Grey Relational Analytic Hierarchy Process in the safety assessment in refuge chamber makes full use of the advantages of combining Grey Relational Analytic Hierarchy Process, it overcomes the deficiencies in traditional ways and the limitation brought by the subjectivity of the relative departments’ criteria, it combines the scientific approaches and experiences and comes up with more accurate results, which provides reliable foundations to the establishment of and management on emergency system. In addition, it works as a reference for the Safety supervision departments’inspection to the chamber, which strongly guarantees the miners’ safety and health. This has a profound meaning on establishing the harmonious society.
