Adaptive Selection Of Ecological Civilization Evaluation Methods

Since reform and opening up,China’s development has made great progress.The development of small and medium-sized cities mainly depends on the unique competitive industries in the region.The traditional development model promotes the development of the inherent industry,and then improves the economy.But the single moment of the industrial structure makes the vitality of the city easy to suffer,and the problems of the exhaustion of mineral resources,the incompatibility and incompatibility will be highlighted in the process of modern city development.Liaoning province is a major agricultural province and an important industrial province.In the process of revitalizing the old industrial bases,such as northeast China,the economic growth speed up and social progress have achieved certain results.At the same time,it is particularly important to promote the sustainable development of resources,improve the quality of the environment,and create provincial ecological civilization.In order to achieve this goal,all cities in the province respond to the call with their own characteristics,and actively promote the development of ecological civilization.Liaoyang is one of the cities in the central and South Central South of Liaoning Province.It plays an important role in the northeast economic belt.In recent years,with the continuous improvement of the comprehensive capacity of the city,Liaoyang is committed to the development goal of building a harmonious and civilized city and making efforts to create a livable city.Although the discussion of ecological civilization is not a new topic,it has always been a hot topic in the academic circle.It is not only a theoretical academic,but also a practical practical problem.The evaluation of ecological civilization involves a wide range.There are regionalism and phasing of research objects.Therefore,The evaluation of ecological civilization in Liaoyang is based on the humanistic advantages,resources and environment,and the status of social and economic development.At the same time,the evaluation index system covering green human living support,environmental quality control,natural industry support and cultural service is constructed.The application of evaluation method should be applied to the analysis process of ecological civilization,which is conducive to making recommendations from different angles.This paper uses the principal component analysis method to evaluate the ecological civilization construction status of Liaoyang City in four fields.The economic development model,social security,expenditure on cultural facilities,investment in environmental governance,investment in urban and rural community affairs are still insufficient,and urgently need to be improved.Comprehensive index method and TOPSIS method are used to synthetically evaluate the development level of ecological civilization in Liaoyang: the index is weighted by entropy weight method.Based on the comprehensive index model,the comprehensive index of ecological civilization is-0.415419,-0.0896413,0.05106339,0.1646369,0.2954465,andTOPSIS model obtains the results and the best program approaching value is0.384627984,0.445271179,0.446642089,0.465046505,0.550027384,respectively;the horizontal comparison of the results of the two evaluation methods showed that the development level of ecological civilization in Liaoyang was gradually improved,and the objective evaluation results were consistent.The two exponential smoothing method is used to predict the end of 2020 "13th Five-Year" and by 2035,the ecological civilization index of Liaoyang will reach 0.9424 and 2.8845,which will be greatly improved.In view of the current situation and development trend of ecological civilization in Liaoyang,concrete strategies are put forward from the aspects of improving urban construction planning,industrial development model,environmental protection,and sustainable development of urban water environment.
