Construction Of Evaluation Index System Of Ecological Civilization Construction Of China And Its Development Strategy

Ecological civilization is a new form of civilization that can relieve the tension between human and nature caused by industrial civilization,and can help achieve the harmony and unity between human and nature.Construction of ecological civilization is not a simple sense of ecological protection and environmental pollution control,but is to explore a path of civilized development with coordination and unity of human and nature,and of ecological environment protection and economic and social development based on the reflection on drawbacks brought by industrial civilization.To promote the construction of ecological civilization is the inevitable historical and realistic choice for China and is of great significance to China's economic and social development.Scientific,objective and systematic evaluation of existing ecological civilization construction practices,measurement of the level of ecological civilization construction and identification of deficiencies existing in ecological civilization construction can provide scientific guidance for China to further promote the construction of ecological civilization.Thus,systematic analysis on theory of ecological civilization and exploration on scientific and rational ecological civilization construction evaluation index system and evaluation methods are of great necessity.Currently,research on theory of ecological civilization and evaluating practices of ecological civilization construction is still in the exploratory stage with many deficiencies and gaps existing.Based on thorough review on the domestic and foreign research on sustainable development and ecological civilization,this paper systematically analyzed the theory of ecological civilization,drew lessons from domestic and foreign experience on evaluation index system of sustainable development and ecological civilization construction,and built Chinese provincial-level ecological civilization construction evaluation framework with four layers,namely combined index,sub-systems,sub-indexes and basic indexes,in sequence,which used sub-systems of ecological civilization construction and its core contents as guidance.Then based on collection and processing of indexes data,this paper respectively evaluated the construction level of ecological economy subsystem,ecological environment subsystem and ecological society subsystem under ecological civilization construction among China's 30 provinces(excluding Hong Kong SAR,Macao SAR,Taiwan Province and Tibet Autonomous Region)by adoption of dynamic factor analysis method and analyzed the spatial distribution of provincial ecological civilization construction level by adoption of spatial statistical methods.On this basis,this paper evaluated the overall level of Chinese ecological civilization construction with dynamic factor analysis and explored its spatial distribution with spatial statistical methods.Ultimately,strategies to further advance the development of China's ecological civilization construction were put forward.Through research,following achievements and conclusions were obtained:(1)Based on thorough review on domestic and foreign research,this paper conducted a comprehensive study on ecological civilization theory from the perspective of philosophy,history,economy,politics,culture and society,formed a multi-perspective theory system of ecological civilization and made clear the connotation and characteristics of ecological civilization as well as the composition of ecological civilization construction,which laid theoretical foundation for building ecological civilization construction evaluation index system.(2)This paper,by adopting dynamic factor analysis approach,conducted dynamic evaluation on the development level of sub-systems under ecological civilization construction and ecological civilization construction itself of individual provinces during the period of 2005-2014,and explored dynamic spatial distribution pattern of level of ecological economy construction,ecological environment construction and ecological society construction and also the overall level of ecological civilization construction using spatial statistical methods.The results show that there exist interprovincial,interregional and intraregional disparities of overall comprehensive level of ecological civilization construction,presenting the spatial feature that the average level of ecological civilization construction of eastern region is higher than that of central region and that of central region is higher than that of western region.The development level of construction of sub-systems under ecological civilization construction of individual provinces is not balanced.The comprehensive level of ecological economy construction,ecological environment construction and ecological society construction and the overall comprehensive level of ecological civilization construction during the period of 2005-2014 present a significant spatial autocorrelation.(3)By the adoption of systematic analysis and induction approach,this paper designed the development mechanisms and policy framework of construction of ecological civilization in China respectively from the aspects of organization,decision-making,information,synergy and guarantee and from the aspects of ecological economy construction,ecological politics construction,ecological society construction,ecological culture construction and ecological environment construction.The multi-perspective and systematic analysis of ecological civilization theory has enriched the theory system of ecological civilization and laid a good foundation for systematic evaluation of ecological civilization construction.The adoption of dynamic factor analysis approach has helped to achieve the dynamic evaluation of level of ecological civilization construction of each province,which enriches evaluation methods for evaluating level of ecological civilization construction on provincial level.Research on development mechanisms and strategies of construction of ecological civilization in China has provided several references for China to further promote the construction of ecological civilization.
