Study On The Evaluation Index System Of Ecological Civilization Construction In Zhejiang Province

The increasingly serious environmental problem has sounded the alam for human beings. With the attention of the international community on the ecological environment, many institutions and scholars have made a series of eco-development theory which are used to guide and respond to the deterioration of ecological environment. On the basis of the theory of sustainable, our country proposed the theory of ecological civilization, and put the ideology of civilization into the process of socialist construction, and carried out specific measures of ecological civilization construction.In 2003, Zhejiang Province opened a new chapter of ecological civilization construction, proposed a series of measures to promote ecological civilization construction. The concept government of successive governments range from Green Zhejiang to ecological Zhejiang and then to beautiful Zhejiang. The concept keeps continue and progressive layers, and achieve the promotion of the construction of ecological civilization in the concept and practice.This paper reviews the background of the construction of ecological civilization, briefly introduced the practice of the process of building an ecological civilization in Zhejiang Province. By reading literature, deeply understand the connotation of ecological civilization, summaried the evaluation theory of ecological civilization construction in the world, and study the constitution of ecological civilization. On this basis, builed the evaluation index system of ecological civilization construction in Zhejiang Province, which includes ecological economy construction, ecological environment construction, and ecological construction of people’s livelihood. There are 25 indicators. Use factor analysis to determine the weight of each index’s evaluation of the ecological civilization construction in Zhejiang Province system. Based on the statistical data of Zhejiang province from 2006 to 2013, there was a more comprehensive quantitative analysis, which contains four levels that are index analysis, three major areas, regional and the overall.This paper studies the following conclusions:(1) The level of ecological civilization construction in Zhejiang is increasing. There are big differences in differenct regionals.The highest average annual growth rate is Wenzhou, Jinhua is the lowest.(2) In the construction of ecological civilization of Zhejiang Province, the level of northeast Zhejiang is generally higher than the level of the southwest and from the east to west, the level gradually decreases. During the eight years, Hangzhou is the highest, and Lishui is the lowest.(3) During 2006 to 2013, the growth rate of construction of ecological livelihood is always higher than the rate of the economy and ecological environment and ecological economy. Ecological livelihood is the main factors of ecological civilization construction level of Zhejiang Province increased.(4) In the the ecological environment construction, the southwest regions of Zhejiang province are generally higher than the growth rate of the northeast regions. But the level of the the ecological environment of the northeast regions of Zhejiang is generally higher than the southwest regions.(5)The ecological economy, ecological environment and ecological livelihood are weak correlation, in the construction of ecological civilization of Zhejiang; they are independence in a certain degree.This paper explores the construction of ecological civilization construction evaluation system in Zhejiang province is a useful attempt in this area. The index system basically reflects the development of ecological civilization construction in Zhejiang province in the social, economic, environmental, livelihood and other aspects of the development, reveals the present situation of ecological civilization construction in 11 areas of Zhejiang province, then comparative analysis is carried out to provide a reference for the relevant departments of the government.
