A Comparing Research On Natural Disaster Management System At Home And Abroad

China not only is the one of the a few of countries which are suffering most serious disasters in the world, but also the speed in loss of disasters is increased more rapidly along with the increased social economy's development and human activity. In planning economy times, China's disaster management system once played a great role and gained an outstanding achievement, which made the disaster reduction make great achievements in the situation of poverty and backwardness in China. However, its drawbacks and shortages are more obvious along with the opening-up and disaster reduction's development. To reform the disaster management system cause more and more people for concern.First of all, this paper introduced the relative knowledge about the disaster management theory. Then it discussed and summarized the disaster management system, legal system in America and Japan, and concluded the common ground of the disaster management system in America and Japan.Further more, the dissertation presented the our country's disaster management system, legal system actuality as well as existed problem, and pointed that our country's single disaster management system is already dissatisfy with the needs of the economic and social development, the disaster legislation is lack of the basic law of the most level national integrated disaster mitigation. Subsequently, this thesis also introduces the community-based disaster management system.Finally, being based on the all the factors discussed above, the paper carries on the compared research of the disaster management system and legal system between our country and developed countries, which also analyzed the drawbacks in our countries disaster management, and conclude some apocalypses to our country from American and Japanese disaster management. More over, the paper made some suggestions, it considered that our country should perfect the community-based disaster management system, set up integrated disaster management department, strengthen disaster management legal system, change with the direction of the disaster prevention and disaster preparedness, improve the consciousness of disaster prevention and disaster preparedness are the foundation to the improvement of thedisaster management work.
