The “garbage siege” is a major problem facing many cities in China,which seriously restricts the sustainable development of the national economy and environment.At present,Hangzhou implements the policy of “three measures and four classification ”of living garbage,namely,reduce,recycle and reuse.However,the key to the accurate classification,delivery and collection of household garbage is the community,and the control of household garbage from the community,and the control of household garbage from the community level is not only an important part of community governance,but also a source of destruction.Obviously,the implementation of the classification of household garbage classification “three measures and four classification” policy is self-declared by the community.The promotion is less than ideal,the community NGO is the effective implementation of the household garbage classification.The third party power of the theory,its folk nature,the public welfare of autonomy,voluntary and other characteristics,effective.Its fills the gap in government functions.In the process of urban garbage classification governance,community NGO participation.It can effectively strengthen the consciousness of community residents self-government and the classification of household garbage.To strengthen the sense of belonging of community residents and to form internal constraints on their classification behavior.This paper analyzes the current situation and dilemma of environmental NGOs' s parti-cipation in community waste classification and treatment since the implementation o f garbage classification in Hangzhou municipal government.Based on the practical ex p-erience of NGO participating in garbage classification both at home and abroad,we fu-lly study the advantages and short boards of community NGO participating in urb an garbage classification at present.Through interview and questionnaire survey and r es-earch,it is found that the current community NGO participation in the process of u rb-an garbage classification is faced with some external rings,such as unsound laws a nd regulations,poor implementation,poor residents' identification,and deviation of government support.Boundary problems.NGO's own construction also has some probl ems such as lack of scientific ability,specialization and lack of long-term effectivenes s.In view of these problems,the author sets out from the three dimensions of establish ing the evaluation and supervision system,improving the external environment and improving the self construction of NGO,and proposes to optimize the participation o f the community NGO in the community from the aspects of establishing the supervis ion of the management of living garbage,the incentive mechanism,the government's strengthening support,the establishment of the support system,the promotion of the multiple owners' publicity effect and the extension of the freedom of the community NGO participation.The strategy of the garbage classification model.
