Research On The "two-community Linkage" Model In The Classification And Treatment Of Household Waste In Shanghai Communities

The foundation of big country governance is at the grassroots level,and community governance is the basic link of state governance.Creating and providing a“green,livable and shared” community environment for community residents is an important task of community governance.Community environmental governance is closely related to residents' quality of life and social development.Strengthening community environmental governance has not only become a social consensus,but also It has become a global consensus in the world today.The United States,Germany,Japan and other countries have accumulated rich experience in national laws and regulations,residents' environmental awareness,and environmental governance practices,and gradually improved on the platform of the community,which has determined to mobilize multiple forces within the community to participate in the community environment.The importance of governance and strengthening the construction of ecological civilization.Based on the research perspective of grassroots communities,this paper takes M Village in Xuhui District of Shanghai as a research sample.In the early stage,through the data collection,it was found that the community originally belonged to the old residential district in Shanghai,and then gradually implemented the classification of domestic waste,and achieved good results.effect.Through in-depth community surveys and interviews,the author found that the significant effect of the community on the classification and treatment of community domestic waste precisely reflects the effective path of multi-agent participation in community governance.This paper first introduces the infrastructure construction and community management system of M Village,and then introduces the general process of community garbage classification in M Village and the operation process of “community-social linkage model”.In the early stage of the implementation of community domestic waste classification,the community neighborhood committee faced the problem of insufficient community affairs and lack of community autonomy.The M Community Party Branch took thelead in organizing the self-governing organizations within the community and actively introduced professional social organizations to closely cooperate with enterprises.Cooperation,to manage the community environment with professional service methods and project-oriented operational processes.The social organizations and social workers in the rooted community actively cooperated with the neighborhood committees to develop many environmental protection projects that are close to the needs and preferences of the residents,and guided the establishment of a number of community self-governing organizations to provide diverse carriers belonging to the residents themselves for environmental protection of different groups of residents.This has expanded the public space in which residents participate,and improved the ability of residents to participate in the community and the ability of neighborhood committees to carry out community self-government activities.Through the above case study,this paper finds that the multi-subject participation in the community governance model is on the one hand an important basis for ensuring the participation of community residents and other social forces in autonomy.On the other hand,the “community-society linkage model” among various entities in the community.In the process of community environmental governance,community party committees should be taken as the lead to jointly maintain the order of participation and protect the interests of residents.This paper believes that community environmental governance practice innovation depends on the innovation of community governance system,and "community-society linkage model" is the necessary path of such institutional innovation,and also the internal mechanism of this new system.In the current situation of the lack of community autonomy and the management capacity of neighborhood committees,organizations within traditional institutions such as sub-district offices and community party organizations should actively absorb or introduce specialized social organizations and social workers to participate in community governance practices,while society Organizations and professional social workers should actively embed the community governance system to help the grassroots government,community party committees and neighborhood committeesto carry out community work,jointly construct a new system and new model of community construction and community governance that separates and cooperates with the government and the society,and jointly promotes the professionalism of community service Level.
