The Transformation And Upgrading Of Shanxi Coal Industry Under The Background Of Overcapacity

As an important part of China's energy consumption structure,coal resources have played an important role in supporting economic development for a long time.However,with the fluctuation of economic cycles and the adjustment of energy consumption structure,the problem of overcapacity in the coal industry has continued to increase.Shanxi coal industry is an important pillar of the economy,Shanxi coal market downturn led to declining GDP growth,difficulties in the coal business,serious losses.At present,overcapacity in the coal industry has seriously affected the normal operation of the economy in Shanxi Province.Therefore,based on the analysis of the status quo and causes of overcapacity in the coal industry in Shanxi Province,this paper explores the specific path for the coal industry to resolve excess capacity through transformation,based on an analysis of the viable model for the transformation and upgrading of the coal industry in Shanxi under the background of overcapacity.Firstly,the use of frontier production function method from 1989 to2016 produced coal industry in Shanxi Province can use to analyze the situation,find Shanxi coal industry capacity utilization level from the beginning of 2012 has fallen below the level of the national average.Based on the analysis of the performance of excess coal production in Shanxi Province,this paper analyzes the causes of overcapacity from the perspective of market failure and government failure,and analyzes the feasibility of the transformation and upgrading of Shanxi's coal industry based on the current situation of overcapacity in Shanxi Province.Patterns and paths.Based on the research of the current industrial transformation and upgrading model and the analysis of the advantages and disadvantages of Shanxi's coal industry,this paper believes that Shanxi Province can individually choose to support the emerging leading industry model and extend the industrial chain model according to the different production conditions in different regions.We will carry out transformation and upgrading,and analyze the transformation and upgrade paths under these two models based on the comparative advantage index and industry-related indicators.Based on the analysis of these two different paths,this article selects Jincheng Cityand Luan Group's industrial transformation and upgrading cases for analysis.Finally,given the feasibility of the transformation and upgrading of the coal industry in Shanxi Province under the background of overcapacity: For the government,it is necessary to improve the information and statistics system,establish a capacity monitoring system,and guide enterprises to transform and upgrade the higher value-added sectors;In the process of market supervision,the government should flexibly formulate industrial policies,promote industrial transformation and upgrading and cut excessive industrial capacity simultaneously,and guide enterprises to use their own favorable conditions to individualize the transformation and upgrading path.For companies,the transformation and upgrading mode and path suitable for the development of the enterprise should be selected based on its own production capacity and local resource endowments,it should increase investment in R&D,focus on technological innovation,and the large leading enterprises should play leading role to promoting industrial transformation and upgrading.
