The "new normal" of China's economy was first proposed by General Secretary Xi Jinping in May 2014.The report to the 19th National Congress of the Communist Party of China(CPC)also pointed out that China's economy has reached a stage of high-quality development,rather than the previous stage of high-speed development.At present,the economic situation at home and abroad has undergone complex changes.To adapt to the new economic development state and carry out sustainable and high-quality development,industrial transformation and upgrading is the only way.Enterprises play a "leading role"in the process of industrial transformation and upgrading,but it is undeniable that the"role" and role played by the government are becoming more and more prominent.There have been a lot of studies on industrial transformation and upgrading.From the experience at home and abroad and the research results of predecessors,industrial transformation and upgrading cannot be separated from government behavior.In this process,the government uses macro-control to create a good environment for it.Government behavior plays an important role in promoting industrial transformation and upgrading.Phosphate ore industry is one of the important traditional pillar industries in yiling district of yichang city,known as "the hometown of phosphate ore in China",where phosphate ore resources are enriched.After nearly 40 years of exploitation and utilization,mining economy has developed rapidly and played a pivotal role in promoting the economic and social development of the whole region.However,in recent years,the development of phosphate mining industry in Yiling District is facing many challenges.Under the influence of these internal and external factors,the transformation and upgrading of phosphate mining industry is imminent.This paper takes the transformation and upgrading of phosphate ore industry in Yiling District as the research object and focuses on the role played by the local government in the process of transformation and upgrading of phosphate ore industry.In this paper,based on the four theories such as new public management theory,and six research methods,such as case analysis and literature research,are comprehensively used.first elaborated the reduced land industry development present situation and promote the phosphate rock industrial transformation and upgrading of the necessity,feasibility,and then combined with the government in promoting the phosphate rock behavior in the process of industrial upgrading,to analyze its defects and problems.Finally,combined with the local reality of Yiling District,this paper puts forward the optimization of the government's behavior of promoting the transformation and upgrading of phosphate mining industry.It is suggested that the government should start from the aspects of changing ideological understanding,strengthening top-level design and planning,improving measures,exploring paths,and optimizing public services to promote the transformation and upgrading of phosphate mining industry.This paper takes the phosphate ore industry transformation and development in Yiling District as an example to study the government's behavior in this process and explore the ideas and measures to optimize the government's promotion of industrial transformation and upgrading.In addition,this paper selects the grass-roots level government of districts and counties as the perspective,while previous studies mainly focus on the behavior of the provincial and municipal level government and the region,which is obviously different in this paper.In comparison,the behavior of local governments at the grassroots level is more direct and intuitive.Through the study of the text,it is also intended to explore and supplement the optimization suggestions for the behavior of local governments at the district and county levels in the process of industrial transformation and upgrading.
