The coal industry affects the overall development of China's infrastructure construction and industrial level and occupies the dominant position in energy development.Therefore,the development of the coal industry has a direct impact on the overall operation of the national economy and social development.In recent years,because of the influence of the continuous downside and supply-side reform of the coal industry and the "de-capacity" policy,the coal industry is confronted with not only the complicated and volatile economic situation both at home and abroad but also the pressures of survival and development from all walks of life.Thus it moved forward difficulty with the economic situation and structural adjustment.In this case,in order to achieve the coal enterprises' rapid and sustainable development of competitiveness,the scientific and rational performance appraisal system urgently needed to measure the daily operating performance,However,the traditional performance appraisal model of enterprise performance evaluation based solely on the financial dimensions has made the coal enterprise's performance appraisal ineffective.limitations has become increasingly prominent that heavy accounting profits of light its value creation,heavy short-term earnings of light long-term performance,heavy economic benefits of light environmental benefits and social responsibility.Economic Value Added(EVA)and Balanced Scorecard(BSC),which have their own advantages and disadvantages of the performance evaluation system are based on the maximization of corporate value as the goal.EVA makes up well for the traditional performance evaluation for the lack of consideration of the cost of capital,measure the real value created by the enterprise from the perspective of economic profit.However,EVA still falls into the category of financial evaluation.This article combines EVA-BSC so as to achieve a comprehensive evaluation of the financial dimensions and non-financial dimensions,it can lead the transformation of coal enterprises into safety,environmental protection,low consumption and high yield in the mine time,Under the economic situation,it is necessary to get rid of the operational difficulties so as to promote the healthy,coordinated and sustainable development of the coal industry.This paper first introduces the basic theory of business performance evaluation,and then introduces the economic value added and balance scorecard that this article focuses on,and its basic principles,advantages and disadvantages are described,integrate the EVA as a core financial indicators into the BSC,and combined with industry characteristics,Integrated the environmental protection dimension and social responsibility dimension in the triple bottom line theory,and constructed a new EVA-BSC performance evaluation system with EVA as the core and BSC as the carrier.Then,this paper analyzes the problems of L company's current performance evaluation methods,selects the relevant data from 2013 to 2016,and applies the new system to the enterprise.Firstly,it chooses the performance evaluation index and then uses the analytic hierarchy process Determine the weight,and finally use the rate of grading method for a comprehensive score.The EVA-BSC system is applied to the L enterprises and the business performance is evaluated and evaluated according to the scoring results.The purpose of this paper is to appraise the management performance of coal enterprises objectively and promote the healthy,coordinated and sustainable development of coal enterprises through the established system of performance appraisal.
