Global warming has posed a serious threat to the sustainable development of human economy and society.Carbon emission reduction has reached a consensus among the countries all over the world,and it is also a major issue about implementing green?low-carbon?circular development in China.In order to alleviate global warming,China has taken the lead in low-carbon development as a national strategy,actively promoting the construction of low-carbon economy? green industry and promised that by 2020 China's carbon emission inrensity will be declined 40%-45% compared with 2005.As the space carrier of carbon source/sink,land not only provides an important entry point for carbon emission reduction research,but also provides ideas for multi-level and multi-dimensional carbon emission reduction.China has a vast territory,the regional economic development is extremely uneven,land use structure and function differences is obviously,the spatial heterogeneity of land use carbon emission should be considered to divide the reduction responsibilities of the regional as a whole.But how to formulate a carbon emission reduction scheme,that take both fairness and efficiency into account and reasonably allocate the macro-scale target to the micro-scale,has become one of the issue by Chinese government in promoting the development of the new normal and reaching the carbon emission peak at early date.Based on the theories of externality,low carbon economy,preferential distribution and sustainable development,and the methods of qualitative?quantitative analysis,this paper sums up and sorts out the relevant researcher on regional differences of land use carbon emission and reduction scheme of carbon emission.From the perspective of equity,paper discuss the differences of land use carbon emission between 35 countries of Wuhan Urban Agglomeration,then constructs the decomposition model of carbon emission reduction target,designs the 2020 carbon emission reduction scheme,finally tests the feasibility of the scheme.The main conclusions are as follow:(1)Wuhan Urban Agglomeration's land use net carbon emission increased rapidly and the spatial distribution was concentrated.On the whole,during the investigation Wuhan Urban Agglomeration's land use carbon emission increased rapidly at an average rate of 7.3% per year,and the land use carbon absorption only a weak groth trend.The trend of land use net carbon emission was consistent with carbon emission,so the pressure of carbon emission reduction in future was greater.From the gegional point,the countries with negative net carbon emission were mainly concentrated in the northeast and southwest of Wuhan Urban Agglomeration,the middle and west countries are mostly positive,in which Wuhan district?Huangshi district are more than 70% of all.(2)The regional differences of land use carbon emission are significant.From the perspective of fair distribution index,the central countries occupied the carbon emission space of the eastern countries;From the economic efficiency index,the central and northwest countries' s EEI are higher than the eastern;From the ESI,the carbom sink capacity of the marginal countries are used free of charge by central countrice;From the comprehensive values of 3E,the responsibility in central countries is higher than the northeast and southwest countries of carbon emission reduction.(3)After the implementation of carbon emission reduction scheme,Wuhan Urban Agglomeration's carbon emission total space in 2020 are 16.589 million tons.Compared with presentsituation,the proportion of carbon emission space in economically developed areas are slightly reduced,but it is uniform in developing areas.The test results show that the intensity of carbon emission meets the reduction target,the carbon emission in all countries still have growth space,the Gini coefficient of carbon emission is reduced,so paper point out the scheme is scientific and feasible.
