With the rapid development of our country's economy,many large petrochemical plants have come to the ground.The production equipment of the petrochemical industry is dense and the equipment is large,specialized,and the process is complicated.The materials and products are inflammable,explosive,toxic,corrosive,high temperature and high pressure,and the harm factors present a lot,line length,and surface.The characteristics of the wide range.These characteristics determine that the shutdown and overhaul of the petrochemical plant has many construction contents,high risk,short period of time,high quality requirements,many kinds of work and cross procedure,resulting in many accidents on the site,so it is necessary to pay attention to the safety management of the maintenance site.The safety evaluation has been applied in many fields,but the safety evaluation of the site for the maintenance of petrochemical equipment is very few.Therefore,it is of practical significance and guiding role to study the safety evaluation of the maintenance site.This paper mainly studies the safety evaluation of petrochemical plant shutdown and repair site.First,we analyze the research status of safety assessment at home and abroad,and identify the main contents,research ideas and methods.Secondly,the theoretical knowledge of safety assessment and the commonly used safety assessment methods are expounded.Then the construction content and characteristics of the maintenance project of petrochemical plant and the main accident types are expounded,and the current situation of the site safety management of the maintenance project is analyzed,and the main factors that affect the safety of the maintenance site are pointed out.Thirdly,according to the characteristics of the maintenance construction and the reference related documents and following the general principles of the evaluation index system,the safety evaluation index system of the shutdown and maintenance of petrochemical plant is established,and 4 of the two grade indexes include personnel factors,equipment facilities,application environment,safety management,and three level index 19.Then,according to the characteristics of the maintenance project and the characteristics of the evaluation methods,the analytic hierarchy process(AHP)is selected to evaluate the safety of the maintenance site.Then the index relative importance evaluation questionnaire is designed for the evaluation of the experts,so as to calculate the weight of the indexes.Finally,taking the Lanzhou Petrochemical Industries Co refinery in 2016 as an example,the safety evaluation of the maintenance site is carried out.According to the results,the 7 factors which have great impact on the safety of the site are the implementation of the safety rules and regulations,the safety education and training effect,the safety awareness,and the safety and civilization measures.Input,maintenance and use management of machinery and equipment,distribution and use of labor protection appliances,and quality of safetymanagement personnel.According to the evaluation results of the empirical study,7suggestions for improving the safety management of the maintenance site are put forward in view of the 7 factors which have great influence on the safety of the maintenance site.
