Study On Government Regulation Of Safety Production Of Coal Enterprise In Shanxi Province

Coal is one of the important energy sources,which are considered as a guarantor of the steady development of China's national economy.And Shanxi Province is both an important producer and industrial base of coal energy.But in recent years,coalmine accidents haven't disappeared and still happened occasionally,causing a threat even heavy losses to the safety of the lives and property of coal workers,which not only brought great sorrow to the parties and their family members,but also caused great negative impact to the local society.The government's strong supervision is the key to guarantee the safe production of coal enterprises.In recent years,Shanxi has made a progress in the safety production of coal enterprises,but it still fails to eliminate the occurrence of accidents,and the situation is still serious.This is inseparable from the current problems of Shanxi government in the supervision of coal mine safety production.How can the government departments to do a good job to supervise the production of coal mining enterprises,which aim to promote the safety production and reduce accidents.It is worth thinking.This paper makes a tentative systematic study on the safety production administrative supervision system of Shanxi' s coal enterprises,and probes into the government's effective measures to regulate the safety production of coal enterprises.First of all,the paper carried on a summary about safety production,government ' s regulation,and administrative supervision of safety coal production.And then demonstrates the necessity and significance of the administrative supervision of safety coal production.The second is the analysis of the present situation of the government supervision of the safety production of Shanxi coal enterprises,including the regulatory system,subject,object,scope and method.Thirdly,according to the present situation of Shanxi,the paper tries to find out the problems and causes of the current governmental supervision on the safety production of coal enterprises.Fourthly,aiming at the problems the paper puts forward,based on the theory of administrative law and government regulation theory,suggestions are made to consummate Shanxi' s coal enterprise safety production regulation mechanism by absorbing the advanced experience of other provinces and cities in our country and other countries.
