Study On Government Supervision Of Coal Mine Safety Production In Shanxi Province

Coal economy is the pillar of Shanxi economy,coal mine safety development is the province to achieve stable development of the bottom line,how to do a good job safety supervision is also the local regulatory managers face the biggest problem.On the basis of combing some scholars' research results,this paper has carried on the special analysis and the pertinent research on the government supervision of Shanxi coal mine safety production.In the study,the author comprehensively uses the methods of literature research and field interview to analyze the concept of government supervision from the concept of government regulation,the function of government supervision,the role of government in the safety supervision of the functional orientation of a clear understanding of public goods and Market failure,government regulation,government regulation paradox and other theories to consolidate the theoretical basis;from Shanxi coal mine safety supervision of the status quo analysis,combing its government coal mine safety production supervision functions,supervision and other content,all-round understanding of the province's regulatory status.On the basis of this,the author focuses on the provincial government at all levels of coal mine safety production supervision of the problems and the reasons for a systematic analysis,I believe that the main problems of government regulation is micro-supervision,supervision and development environment does not match And other issues,behind the reason is the regulatory body,functions,the system there are still some problems,can not adapt,can not meet the current status of coal mine safety production development,although the safety of coal production grasp tight,but the problem still occurs.Finally,the author puts forward some countermeasures and suggestions to solve the problems and causes,improve the government supervision system,implement the main responsibility of the enterprise safety production and establish the mechanism of independent mechanism,so as to provide some reference for the improvement of the government supervision level and ability of coal safety production in Shanxi.
