Study On Goverment Regulation Of Safety Production Of Coal Enterprise In Taiyuan City

China is a country with a high energy utilization rate of coal.Coal has played an important role in promoting China's economic development,but safety accidents and hidden dangers in the process of coal mining have long existed.Especially with the rapid development of the national economy,safety accidents in coal mining enterprises have frequently caused heavy losses to state property and people's lives.As a gathering area of coal enterprises,the importance of safety supervision is particularly prominent in Taiyuan City.This paper analyzes the current situation of government supervision of safe production of coal enterprises in Taiyuan by means of literature research,empirical analysis,case analysis and other research methods,guided by game theory,rent-seeking theory,multi-center governance theory and collaborative governance theory,and finds that there is a lag in the construction and supervision team of the basic production conditions of coal enterprises.Wu's frequent phenomenon of rent-seeking,serious formalization of supervision,excessive supervision,weak supervision and law enforcement,etc.Second,these problems arise because of the lag in the construction of the regulatory legal and regulatory system,the unscientific supervision mechanism,the slow construction of the regulatory team,and the interest game between enterprises and the government.It is necessary to solve this problem in the light of the actual situation of the Taiyuan Municipal Government,from the aspects of promoting the reform of the regulatory agency,strengthening the sense of responsibility of the regulatory subject,improving the level of supervision technology,promoting the professional education and training of the supervision team,combating corruption,and strengthening the implementation of the legal popularization of regulatory legislation.Through the research of this article,in order to provide reference and basis for relevant areas,including Taiyuan City,to carry out safety supervision of coal enterprises,and promote the healthy and orderly development of China's coal industry.Studying the government supervision of coal enterprises in Taiyuan can not only enrich the research results in the field of safety management,but also have strong practical significance for promoting the safe production activities of coal enterprises in Taiyuan.
