In recent years,environmental pollution accidents related to hazardous chemicals has been happened frequently both at home and abroad,causing serious damages to society,economics and ecological environment.In the meantime,along with more and more attention being attached to environmental pollution,the functionality of instantaneous treatment to such accidents is becoming more and more highlighted.Due to the complexity in the instantaneous treatment to environmental pollution,a scientific and rational evaluation and selection system for the treatment and disposal techniques has not been established.Consequently,scientific guidance is lack for the treatment and disposal to emergency waste produced by environmental pollution accidents related to hazardous chemicals,sometimes resulting in unnecessary losses and even secondary pollution.Firstly,by referencing into related international books and literatures,conducting site investigation,theoretical discussion,The principles of management on collection,transportation,storage disposal and many other aspects of emergency waste treatment and disposal were concluded,due to the application of these principles,the secondary pollution risk was reduced Significantly.Secondary,the classification system of National Hazardous Chemicals Directory was discussed,and a new classification system of hazardous chemicals which is for environmental emergency response and waste disposal was suggested.The applicability of all the sophisticated technology for hazardous waste treatment and disposal was analyzed.Base on the new classification system of hazardous chemicals which is suggested and the analysis about the applicability of the technologies for hazardous waste treatment and disposal,a series of solutions were conducted for the emergency waste produced by environmental pollution accidents related to hazardous chemicals.Thirdly,a new evaluation method which is the combination of Analytic hierarchy process(AHP)and expert scoring was established to evaluate the techniques which were used for emergency and the emergency waste treatment and disposal.The evaluation result is as the basis for the choice of methods which are used for the emergency waste treatment and disposal.Fourthly,the basic information of the qualified enterprises for hazardous waste treatment and disposal around the China was collected and a Decision Support System(DSS)was developed.Geographic Information System(GIS)was used in DSS.Finally,the Research findings have been applied in the 8.12 accident emergency process,and good results were achieved.
