Measure And Cause Analysis Of Overcapacity In China's Coal Industry

Energy provides an important material basis for the development of society and economy.The energy structure of China's "rich coal,poor oil and less gas" determines that coal is the most important one-off energy in China.The healthy development of the coal industry is related to all aspects of social and economic life.Since 2013,it has been affected by the national macroeconomic downturn,and the state has issued severe environmental policies,adjusted the energy structure and vigorously developed clean energy.In this context,the demand for coal has been reduced and coal prices continue to be low.Coal enterprises have a serious loss.The industry has entered a serious overcapacity stage.In the November 2015 central economic work conference,the coal industry is the focus of the supply side structural reform.The problem of overcapacity in the coal industry has become the focus of today's society.It is urgent to solve the problem of overcapacity in the coal industry.In view of the problem of overcapacity in China's coal industry,this study discusses the three aspects of the degree of overcapacity in the coal industry,the cause of excess capacity and the countermeasures to solve the overcapacity.First of all,a descriptive analysis is made of the present situation of China's coal industry from three aspects,namely,the development environment,development status and supply and demand situation of China's coal industry.Secondly,it calculates the productivity utilization level of China's coal industry,calculates the productivity utilization ratio of China's coal industry in 2003~2016 years by using the multi-index comprehensive evaluation method,and has a general understanding of the utilization level of China's coal industry,and then uses the DEA model to produce coal industry in the typical coal production area of China in 2003~2016 years.Comparing the capacity utilization level of the coal industry in the typical coal producing areas of China and understanding the regional differences in the utilization rate of coal capacity.The third is to analyze the main causes of overcapacity,mainly from two aspects: Macroeconomic Fluctuation and government intervention.Finally,combined with the research results and the actual situation of China's coal industry,this paper puts forward some targeted countermeasures and suggestions.It is found that the productivity utilization rate of China's coal industry in 2003~2016years has gone through a process of rising first and then decreasing rapidly.After 2013,China's coal industry has stepped into a more serious overcapacity stage,and the degree of overcapacity is deepening.The main reason for the surplus production capacity in China's coal industry is the shortage of the downstream industry and the investment subsidies by local governments.In the end,in order to solve the problem of overcapacity in the coal industry,some suggestions are put forward to promote the merger and reorganization of coal enterprises,the reasonable improvement of the exit mechanism,the transformation of government functions and the promotion of the process of promoting the clean and efficient utilization of coal.
