The oil and gas medium has flammable,explosive,toxic and other special properties.As the transportation,oil and gas pipeline is the key link to the oil and gas safety.The failure of oil and gas pipelines will cause serious damage to the surrounding environment,residents and property etc.Therefore,to evaluate its safety in various regions,identify the key factors and take specific measures,which is urgent for the safety operation of the pipeline.As one of the important analysis tools of risk assessment,vulnerability assessment has attracted more and more attention in the fields of global environment,sustainable development and so on.In this paper,the concept of vulnerability is introduced to the urban safety of oil and gas pipeline,and it is evaluated.The research contents of this paper are as follows:?1?Based on Pressure-State-Response?PSR?model,this paper built an envaluation index system of oil and gas city with 4 layers which are target,criteria,factor and index.To be concrete,the index system included 3 criteria which were pressure,state and response,8 factors which were population pressure,society and economy development pressure,environmental pollution pressure,pipeline state,environment state,environmental governance response and messure response,and 21variables including the per capita GDP,pipe length,medium type and industrial wastewater discharge etc.?2?The coefficient variation method was chosen as an objective ways of weight.The calculation results showed that the per capita GDP,urbanization rate,intensity of industrial wastewater discharge,type of medium,the treatment rate of domestic waste and the emergency plan etc shared lager weight.?3?Taking Huangdao region as an example,a dynamic assessment of vulnerability state from 2011 to 2015 was undertaken on the basis of the comprehensive index method.Besides,an analysis of key affecting factors was identified by the method of principal component analysis.The results shown that the vulnerability of Huangdao from 2011 to 2015 was not stable.Its average level was in the second level?not very fragile?,but it was close to the critical value of the third level?relatively fragile?.?2?Besides the lack of response to the Huangdao,the other protential factors of vulnerability in Huangdao were as follows:the industrial waste water and SO2 emissions were higher that the ideal level,and the emergency plan were not perfect.
