Research On The Pricing Of Disposal Fee For PPP Project Of Waste Incineration Power Generation

With the continuous expansion of cities and the enormous consumption of resources,the indexed growth of municipal solid waste has become a serious impediment to social development and economic construction.Waste incineration can effectively reduce land occupation,realize garbage harmless treatment,meanwhile waste heat power generation brings economic benefits.So the waste incineration power generation is becoming the most effective way to solve the problem of "garbage siege".Considering the government financial pressure and the management efficiency,the government introduces the PPP model into the waste incineration power generation field and pays the waste incineration fee as the source of cost compensation and profit.At present,due to the unreasonable formulation of waste incineration treatment fee and the incomplete consideration of the impact of risk on pricing,many problems have been caused.Therefore,the paper identifies and quantifies the risk that influences the pricing and introduces it as a parameter to the pricing model to improve the pricing of the waste incineration treatment fee and ensure the successful effectuation for the PPP project of waste incineration power generation.Firstly,the paper explains the PPP project of waste incineration power generation,risk management of PPP and the theory of PPP concession price.Then through stakeholder analysis,we can identify that the government and social capital are the core stakeholders for the PPP project of waste incineration power generation.The risk management process should be carried out between the government and social capital.Thus using the multiple case study,analyzes the existing 20 waste incineration power generation projects,and identifies 7 kinds of risks that affect the pricing of wasteincineration disposal fee: construction risk,supply risk,operation risk,policy risk,financial risk,social risk and force majeure,and further divided into 15 risk.Using the TFN-AHP method and the statistic method evaluates the loss and probability of risks.Using the statistical analysis method deals with the expert opinion to get the risk share proportion of the social capital.Then by combing the pricing principle and pricing factors,analyzing the relationship between risk factors and pricing factors,constructing risk pricing variables,the paper establishes the functional relationship between risk factors and pricing factors.By introducing the theory of financial net present value and analysing each component of the model,completes the NPV model of the disposal fee pricing for PPP project of waste incineration power generation,illustrates the price verification and adjustment.Finally the model is verified by introducing the actual project data.The results show that the price is high by using this pricing model,but it can meet the requirements of government financial capacity,and the price is much more ability to resist risk,also responds to the national policy for the promotion of waste incineration power generation at the macro level.In practical application,it can provide a reference for the decision and concession negotiation of the PPP project for the waste incineration power generation.
