| With the rapid development of society and economy,the urbanization rate is increasing,followed by more and more urban garbage which is far beyond the current consumption capacity.If the garbage is not properly disposed,it will seriously affect the physical and mental health of residents,which is contrary to the people’s increasingly eager to improve the quality of life.However,with the increasing scarcity of land resources,sanitary landfill,which was once commonly used,has gradually withdrawn from the main treatment market.As the most thorough and efficient waste harmless treatment technology,waste incineration power generation technology not only has outstanding characteristics in waste clean treatment,but also can convert the heat energy generated in the treatment process into energy benefits,so it has gradually become the mainstream treatment mode under the vigorous promotion of national policies.However,as an infrastructure project in emerging industries,such projects usually have the characteristics of high investment amount and long operation period.Therefore,it is urgent to conduct a comprehensive investment value analysis and properly control potential risks before construction,to make it sure to have a stable operation and successfully achieve an expected benefits.In this study,taking Z waste power plant as an example,combined with investment decision theory,the project investment value is comprehensively analyzed from three dimensions:economy,environment and society.Through quantitative analysis and qualitative evaluation of the main economic indicators of the project,the double environmental benefits of environmental protection and energy,and the good social impact.On the basis of combining Delphi method and chromatographic analysis method,this paper identifies the main risks affecting the realization of value,puts forward countermeasures to avoid risks,and puts forward suggestions and opinions on the problems of imperfect accounting,comprehensive budget and how to reduce the high operating costs of current projects and industries. |
