Study On Pricing Mechanism Of Msw Incineration Power Generation Project Based On PPP Model

With the rapid development of urbanization and the improvement of people's quality of life in China,garbage productivity is increasing day by day,and the ability of harmless disposal of garbage is still relatively insufficient.And as a way of waste t reatment,waste-to-power generation can not only solve the root cause of "waste siege",but also be an energy-saving measure of "turning waste into treasure",which can bring huge economic benefits to society,is the current and future domestic and foreig n garbage disposal of the main direction.At present,investment in infrastructure and public utilities mainly depends on fiscal expenditure and government debts.Consideri ng the fiscal pressure and the improvement of the quality of public services and the ut ilization rate of funds,the refuse incineration power generation project has gradually adopted the PPP mode,the government only has to pay the waste incineration treatme nt fee to compensate the project cost and ensure the source of profit.Therefore,the pr icing of waste disposal fee is an important factor for the successful operation of the P PP project.This paper discusses the factors affecting the pricing and establishes the pr icing model.The first is the risk factor,the various risk factors in the course of the construction and operation of the PPP project have great or small influence on the pricing of the garbage disposal fee.Based on the analysis of 56 cases with problems in the whole process of the project in China,and combined with relevant expert opinions and research results,27 risk factors were identified,the risk structure of waste incineration power generation project based on PPP model is put forward,and the price adjustment mechanism of waste disposal fee based on risk factors is established.Secondly,there are various kinds of financial parameters,including project cost,income,return on investment and so on.Based on the theory of net present value(NPV),this paper constructs a pricing model for msw Incineration Power Generation Project based on PPP model,and verifies the applicability and validity of the modelby reference to a municipal solid waste incineration PPP project.Finally,the project in the process of price adjustment.This paper analyzes five common situations of price adjustment and gives the relative price adjustment schemes respectively.If applied to practice,the pricing model and price adjustment scheme constructe d in this paper will be beneficial to the investment decision-making of the earlier stag e of the PPP project of waste-to-energy Incineration Power Generation,the confirmati on of the purchasing results of the government and social capital,and the signing of t he concession agreement,so as to accelerate the rapid development and popularizatio n of refuse incineration power generation projects based on PPP model.
