A large amount of money into the development and construction in chemical industry parks over the last few years.Chemical Industry Park is an inevitable result for the development of chemical lines,which makes the number of chemical industry parks in China soared.As a risk gathering area,chemical industry parks mostly involve unsafe factors such as dangerous process and hazardous chemicals.The occurrence of serious accidents in the park occurs from time to time,and it is extremely urgent to strengthen emergency rescue capabilities for emergencies.Emergency resources scheduling and personnel emergency rescue evacuation are two important links in chemical industry park emergency handling process.How to quickly,efficiently,and safely achieve the emergency transportation of resources vehicles and the accident evacuation of affected people within the affected areas is a difficult problem for emergency managers and emergency rescue decision makers.The research work is carried out as the following five aspects:(1)The site selection of emergency service facilities.By integrating several common location models of emergency service facilities and breaking through the traditional modeling idea,a multi-objective emergency service facility location optimization model and solution method is constructed.It is based on concepts of cooperative network and cooperative matrix.(2)The forecast of emergency resources demand.According to the characteristics of the sudden accident in chemical industrial park,an index system of priority classification of emergency material demand is constructed from three factors including basic material demand,emergency material loss and emergency material consumption.We designed and solved the priority priority ranking and demand forecasting methods.Maximize the use of emergency services to provide basic data for the organization and dispatch of emergency supplies.(3)The scheduling schemes of emergency resources.Combined with the characteristics of emergency resources vehicle scheduling of the weak economy and emergency disaster in the Chemical Industry Park.Considering the dimensionless process under the road and the key factors including transportation cost and penalty cost in the process of emergency material transportation,a route optimization model of emergency vehicle transportation is constructed.And the genetic algorithm is used to solve the emergency resources scheduling problem quickly.(4)The site selection of emergency refuge.Through the investigation and analysis on the enterprises and spatial layout of park,an evaluation index system on the location of emergency shelters is constructed.The index weights are determined by using method of subjective weighting and objective weighting,then the difference minimum treatment of the weights is realized based on the game theory,and the contribution rate of each index is calculated.It provides scientific and reasonable basis and guidance for the location of emergency refuge sites in Chemical Industrial Park.(5)The emergency evacuation of personnel.In response to the complexity and particularity for the emergency evacuation of personnel in the chemical park,the emergency evacuation routes of the park personnel is corrected based on panic factor,speed factor and vulnerability factor.A shortest time emergency evacuation optimization mathematical model is constructed,and the Floyd algorithm is used to solve the mathematical model.It provides theoretical and technical support for emergency rescue and evacuation of chemical industry park personnel.
