Chemical Industry Park(CIP) is inevitable result of chemical industry development. As more and more funds join in it,the number of Chemical Industry Park(CIP) is growing fast. Due to the concentrations of risk, CIP security issues have become increasingly prominent and serious accidents sometimes occurs. Once an accident of gas leak, fire or explosion happens, it may cause large-scale and large numbers of people evacuation. Emergency evacuation has become an important emergency measure in CIP accident, but it is a difficult problem that how to evacuate large-scale of people fastly, efficiency and safely for emergency administrator.The process of CIP emergency evacuation involves various decision-making. Traditional decision-making method always bases on personal knowledge, experience, and judgment, and it’s not conducive to make a rational and scientific decision. It is very important and meaningful to explore a new emergency evacuation decision-making method, which can make the emergency managers’ evacuation decisions more reasonable. With the subject of emergency evacuation assistant decision based on GIS, this paper carried out the following researching:(1) By analyzing the processes of CIP emergency evacuation decisions, the related issues of emergency evacuate decision was sorted out. Then based on preventing ang preparing, response, and recovering of emergency management, by applying AHP, it can calculate the weights and sort the issues according to the principle of importance. Then the idea of emergency evacuation decisions based on GIS was proposed in order to provide decision support.(2) Emergency assistant decision model was built for key decision-making problem of CIP emergency evacuation. Combined traditional accident mathematical model with GIS technology, it can visualized the range of accident effect. After proposing the method of delimite evacuation area under single or multiple accident, evacuation zone was displayed combined with GIS. By building a refuge location model based on GIS, it can overcome the subjectivity of commanding officer’s empirical judgement. In order to plan the path from evacuation point to refuge point and improve evacuation efficiency, an optimal path planning model and algorithm was built based on GIS.(3) By selecting the secondary development approach based on Web GIS, the framework and structure of emergency evacuation decision support system was designed. Then the program modules were designed and developed and integrated into system through MXML and Action Script programming languages, which is corresponding to key decision-making problem on emergency evacuation.(4) The emergency evacuation assistant decision GIS system was applied to a CIP, which can show the application process of emergency evacuation GIS system. It includes making accident impact area real-time, delimiting evacuation area, selecting the best shelter and planning the optimal evacuated path. It embodies the importance and application value of emergency evacuation assistant decision GIS system.
