Study On Transformation Strategy Of Coal Independent Mining Area Based On Overall Mine-country Planning

With the implementation of reducing coal production policy,coal independent mining area need to be transformed and developed,and the implementation of rural area revitalization strategy makes the strategy of overall mine-country planning come to a new historical period.Coal independent mining area has formed certain characteristics in the long term development,such as dispersion of spatial layout in coal independent mining area which relies on the development of the coal industry for a long time and far away from the urban area,it also needs to take a certain degree of social responsibility for the large number of employees and their families while coal independent mining area fulfills its production function,in addition,the large-scale exploitation of coal has severely damaged the ecological environment in coal independent mining area,the transformation of coal independent mining area is imminent.The life cycle of coal independent mining area includes four stages: formative stage,growing stage,mature stage and declining stage,and the transformation time point mode is divided into emergency mode,transfer mode,beginning mode according to the different starting time of transformation.There are many factors that promote the transformation of coal independent mining area,this paper analyzes the motive force of the transformation of coal independent mining area from endogenous and exogenous motive power.Coal independent mining area need to be transformed with the resources advantages of the surrounding villages.But in the process of transformation,there is a lack of an integrated development mechanism between the mine area and the rural area,so it is difficult to form overall mine-country transformation planning,there is also a certain degree of difficulty in the circulation of land around coal independent mining area.And the unbalanced development between the mine area and the rural area makes dual mine-country structure is striking and the public service facilities have large differences.All these have seriously affected the transformation process of coal independent mining area.In view of development characteristics and the problems faced by the transformation of coal independent mining area,transformation ideas of overall minecountry planning is confirmed in this paper,and the transformation strategy of coal independent mining area is put forward.In the transformation of coal independent mining areas,strategic positioning should be put forward at first,and under the guidance of strategic positioning,system improvement can be realized through constructing the collaborative and interactional platform under muti-participant,changing the way of land transaction,and promoting farmers to increase the income by the help of workers from coal enterprise,industrial transformation can be realized through developing the advantages of the mining area and the rural area,and building a new industrial system,spatial optimization can be realized by strengthening the spatial integration of mining villages,optimizing the layout of industrial squares,and optimizing the construction space,the function can be optimized by attaching importance to the living function of the mining area and improving the public service function between the mining area and the rural area,ecological environment can be rehabilitated by strengthening the control of the water environment,air pollution,the gangue mountain and subsidence area,and transformation guarantee can be realized through expanding financing channels,rationally placing workers and strengthening social security.Finally,this paper selects Shenjiazhuang coal mine as the research object to confirm transformation strategy of coal independent mining area,and proposes corresponding transformation strategies for its own development characteristics and problems faced by the transformation,so as to promote the coordinated development between the mine area and the rural area and realize the transformation of the Shenjiazhuang coal mine.
