For a long time,while the coal industry has made great contributions to economic development,its one-way linear production model of “resources-products-waste discharge” has led to increasingly serious ecological environmental problems in the mining area,and the constraints on resources and environment for economic development have become increasingly prominent,and bring a lot of unavoidable social issues.Recent years,famous scholars and industry researchers at home and abroad have conducted many useful and deep studies on the evolutionary mechanism,resource metabolism and stability of CCIES.However,themes like ecological efficiency of CCIES and ways to improve its potential are barely involved.As a means of effective evaluation and management,ecological efficiency not only reflects and evaluates actual construction efficiency of coal cities' contribution to building their industrial ecosystems synthetically,but also provides a theoretical reference and decision basis to further deepening the industrial ecosystem construction.First of all,this paper combines existing literature,chooses key ecological efficiency indicators of CCIES and constructs a CCIES eco-efficiency evaluation index system,starting from the perspective of overall characteristics of CCIES.Then we use Stochastic Frontier Analysis(SFA)in the method of adding random error factors to study ecological efficiency of CCIES in China.Considering the superiority of Transcendental Logarithmic(TL)production function in flexibility,we combine TL production function and SFA and build a CCIES eco-efficiency measurement model to assess CCIES eco-efficiency.28 CCIESs are chosen as a sample to evaluate ecoefficiency and improvement potential.At last,in order to better reveal the specific reasons for the changes in the ecological efficiency of CCIES,find the appropriate entry point and end result for improving the level of ecological efficiency,and further analyze and discuss the influencing factors,thus providing a theoretical basis for the improvement of the industrial ecosystem.Results shows that: Firstly,the overall CCIES eco-efficiency level from 2007 to 2014 is not high,average of which is only 0.74;Secondly,CCIES eco-efficiency raises from 0.6292 in 2007 to 0.8035 in 2014,increasing by 22.7%;Thirdly,from the perspective of regional analysis,CCIES eco-efficiency in the eastern area has the highest level and CCIES in the western area has the greatest average improving potential.While the eco-efficiency and average improving potential of CCIES in Northeast China are the lowest around the nation,showing the tremendous differences among different areas in China.Lastly,ownership structure and environmental regulation(regression coefficients of each is-0.4024 and-0.0071)have significant inhibition to the improvement of eco-efficiency,while marketization level and technological innovation ability(regression coefficients of each is 0.2918 and 0.0091)have positive contribution to the improvement of eco-efficiency.
