Study On Legal Mechanism Of Joint Prevention And Control Of Air Pollution In Beijing,tianjin And Hebei

In recent years,with the rapid development of social economy,China's air pollution is characteristic of the obvious regionality and compound type.The frequent regional air pollution has a serious impact on the environment and human health.The air problems whose main pollutant is PM2.5 have become China's most urgent environmental problems.In order to improve air quality and protect public health,all kinds of air pollution control measures have been introduced all over the country.These measures have governed the air pollution and relieved the environment deterioration to a certain extent.However,due to the complexity and liquidity of air pollution,It's hard to rely on the government alone.Taking example by the useful experience of air pollution in developed countries,the implementation of air pollution control joint defense operation mechanism has become an effective way and fundamental measures to solve regional air pollution problems.This paper,on the basis of learning and taking example by the domestic and international mechanism of joint prevention and joint control of air pollution,focuses on the prevention and control of air pollution in the BeijingTianjin-Hebei Region.This paper,in line with the strategic requirements of Beijing-TianjinHebei cooperation and development,seeks to make a useful exploration for building a wellestablished joint prevention and joint control mechanism for air pollution in Beijing-TianjinHebei Region.In addition to the introduction and conclusion,the paper is divided into four chapters to make a study around the theme:Chapter 1 Legal definition of joint prevention and joint control mechanism for air pollution prevention in Beijing-Tianjin-Hebei Region That is,generally speaking,we make an explanation in the following aspects: the theoretical analysis for the mechanism,the definition of the relevant concepts,the systematic analysis of the current situations as well as the necessity and feasibility of such aspects.Chapter 2 The International Comparison of Joint Defense and Joint Control Mechanism for air pollution.We can find the exsiting deficiencies in the specific operation of China's mechanism in comparison with that of the United States,the European Union,Japan and other developed countries.Chapter 3 The Analysis on the Current Situation and Problems of the Legal Mechanism of Joint Prevention and Joint Control for air pollution in Beijing-Tianjin-Hebei Region.The main analysis includes the following aspects: the difficulties of the interests coordination in Beijing-Tianjin-Hebei Region,the lackness of governance,security mechanisms,poor participation and other aspects of the problems.Chapter 4 Legal Countermeasures and Suggestions on Improving the Joint Prevention and Joint Control in Beijing-Tianjin-Hebei Region.In views of the problems existing in the operation mechanism of Joint prevention and joint control for air pollution in BeijingTianjin-Hebei Region.The relevant countermeasures and suggestions are put forward from the aspects of guiding ideology,governance principle,special legislation,coordination mechanism and ecological compensation.
