China,as a large agricultural country,rural population occupies the majority.In recent years,with the rapid economic and social development in rural areas,farmers' lifestyles and living environments are rapidly changing,along with which the problems of rubbish disposable have become increasingly prominent.This has formed a strong contrast to 19 th CPC National Congress' s report on the construction of ecological civilization and healthy China's requirements.Although the government attaches great importance to the improvement of rural garbage pollution,its waste disposal service targets quite a wide range of people;and the lack of infrastructure for waste treatment in underdeveloped areas and poor areas results in little success.Farmers are not only producers of rural household waste,but also should take on the responsibility of management.In order to break through the current bottleneck of rural household garbage disposal,whether the garbage producers directly participate in the treatment will have a direct in fluence on the effectiveness of the household garbage disposal.Therefore how to increase the initiative of rural villagers participating in the treatment of domestic garbage is a core issue that needs to be solved urgently.From the perspective of farmer households,this study conducts the on-the-spot investigation and fills-out-questionnaires to investigate the status quo of rural households participating in the treatment of rural household garbage in Ar Horqin Banner,and studies the factors influencing the participation of rural households in the treatment of domestic waste by using the behavior selection theory of farmer households and the ABC attitude model.A statistical analysis was conducted on the 204 valid sample reliability tests collected from three towns in Ar Horqin Banner.Binary logistic regression analysis model was used to examine the personal and family characteristics of rural households,as well as the awareness,attitude,behavior,and attitude of rural residents involved in garbage management.Analytical models were empirically analyzed and 12 significant factors were identified: gender(women were more willing to participate than men),age group(older farmers were more willing to participate in the treatment of household garbage),education level(residents with the higher level of education are more likely to participate in the treatment of household garbage),village identity(village cadres have more enthusiasm for participation than ordinary villagers),political status(party members have a higher willingness to participate),marital status(married farmers are more willing to participate than unmarried farmers),physical condition(healthy farmers are more willing to participate in the treatment),news attention to environmental incidents(the news attention to environmental events is directly proportional to the degree of participation in the treatment),and recognition of domestic waste management,knowledge,attitude,behavior and mentality(the higher level of related cognition farmers have,the more positive attitude and mentality are,the more consistent with farmers related behaviors are,the stronger their willingness to participate is),and finally provided the return results with explanations.According to the conclusion of empirical analysis,in this paper,it puts forward five corresponding policy recommendations: First,duo to the variances in the famers' attitudes towards participation,improving their participation should be targeted.When the government scientifically guides rural residents to participate in the treatment of household garbage,it should take different guidance ways for different groups of people.The second is to improve the cultural quality of the villagers and to change the attitude of their participation.The third is to give full play to Party members and village cadres and to increase farmers' awareness of participation.The fourth is to improve the village collective garbage treatment system,and to understand farmers and collective responsibilities.The fifth is to make full use of the market,open up rural garbage treatment co-construction channels.
